Measures for the administration of training fees of central and state organs

Chapter I General Provisions

Article 1 In order to further standardize the training work of central and state organs, ensure the needs of training work and strengthen the management of training funds, these Measures are formulated in accordance with the Regulations of People's Republic of China (PRC) Municipality on Cadre Education and Training, the Civil Service Law of People's Republic of China (PRC) and other relevant laws and regulations.

Article 2 The term "training" as mentioned in these Measures refers to all kinds of training held by the central and state organs and their subordinate institutions within three months with financial funds.

Article 3 The central and state organs mentioned in these Measures refer to various departments in the Central Committee of the Communist Party of China, ministries and commissions in the State Council, directly affiliated institutions, general offices in the National People's Congress Standing Committee (NPCSC) and Chinese People's Political Consultative Conference, the Supreme People's Court, the Supreme People's Procuratorate, people's organizations, central committees of democratic parties and the All-China Federation of Industry and Commerce (hereinafter referred to as units).

Article 4 When holding training, each unit shall adhere to the principle of strict economy and opposing waste, implement unified management within the unit, enhance the scientificity and seriousness of training plans, enhance the pertinence and effectiveness of training projects, ensure the quality of training, save training resources and improve the efficiency in the use of training funds.

Chapter II Planning and Filing Management

Fifth, establish a training plan preparation and approval system. Annual training plan of each unit (including training name, purpose, object, content, time, place, number of trainees, required funds and expenditure channels, etc.). ) formulated by the competent training department of each unit, and implemented after being audited by the financial department of the unit and reported to the office meeting of the unit leader or the meeting of the party group (party Committee) for approval.

Article 6 Once the annual training plan is approved, it may not be adjusted in principle. If it is really necessary to temporarily increase training programs due to work needs, it shall be reported to the main responsible comrades of the unit for approval.

Article 7 The annual training plan of each unit shall be submitted to the Organization Department of the Central Committee, the Ministry of Finance and the State Civil Service Bureau for the record before March 3 1 every year.

Training fees refer to all expenses directly incurred by each unit in training, including teachers' fees, accommodation fees, meals, training venue fees, training materials fees, transportation fees, etc. Inter-city transportation expenses incurred by personnel participating in off-site training and teaching shall be reimbursed to the unit in accordance with the relevant provisions of the travel expenses of the central and state organs.
