Enterprises, institutions, social organizations and other social organizations with legal personality, or China citizens with political rights and full capacity for civil conduct may apply for the establishment of vocational training institutions. The basic conditions for the establishment of vocational training institutions include:

(1) Having an organizational structure and management system: including the school charter and development plan, teaching management, teacher management, student management, financial and health safety management, equipment management, etc. (2) Having teachers and managers suitable for the applied vocational training activities;

Should be equipped with a full-time principal, the principal should have a college degree or above, intermediate or above professional and technical post qualifications or national vocational qualification level 3 or above, and have more than 2 years of vocational education and training experience; ?

Full-time teaching management personnel should have college education or above, intermediate professional title or national vocational qualification level 3 or above, and have more than 2 years of vocational education and training experience?

Should be equipped with relevant personnel engaged in vocational guidance and employment services; ?

Financial management personnel should have financial personnel qualification certificate; ?

Full-time teachers are generally not less than 1/4 of the total number of teachers, and each training major (type of work) is equipped with at least two theoretical teachers and practical guidance teachers. Both theoretical teachers and practical guidance teachers should have the required teacher qualifications. ?

(3) Having places, facilities and equipment suitable for the applied vocational training activities.

The basic scale of running a school should be no less than 200 people; ?

There are training places suitable for the scale of running a school, and the lease term of the rented place is not less than 3 years;

Having office space; The teaching place where theoretical courses are concentrated should reach more than 300 square meters; It has an internship operation place that meets the needs of internship teaching, and meets the safety regulations on environmental protection, labor protection, safety, fire control and hygiene of relevant types of work; Where boarding students are enrolled, their accommodation places shall comply with the relevant provisions of environmental protection, safety, fire protection and hygiene;

There are facilities and equipment for teaching, practice and experiment to meet the needs of teaching and skill training, and there are enough practice stations. ?

(four) a stable and reliable source of funds. Fixed assets should reach more than 200,000 yuan, and registered capital should reach more than 654.38+10,000 yuan.

Second, the processing program

Procedures include application for preparation, formal declaration, audit and other procedures.

(1) Application for preparation

When applying for hosting, the organizer shall submit the following materials to the examination and approval authority:

A report on the application for preparation, including the sponsor, training objectives, scale, level, conditions, internal management system, fund raising and management, etc.;

A capital verification report of an accounting firm certifying the source of assets and the amount of funds.

The examination and approval authority shall, according to the layout of vocational training resources in this Municipality, evaluate the bidding training projects and make a decision on whether to approve the establishment.

Settlement period: 30 days

(2) Formal declaration.

At the time of formal declaration, the sponsor shall submit the following materials to the examination and approval authority:

1, prepare approval and report;

2, "Shenzhen private vocational skills training institutions approval form";

3. Articles of association of the training institution to be established;

4. List of managers, teachers and accountants of the training institution to be trained and qualification documents;

5. Valid certification documents, real estate license or three-year venue lease issued by the accounting firm on the assets of the training institution;

6. The syllabus and teaching plan of the training project to be held;

7, school buildings meet the requirements of fire and health documents;

8 the use of state-owned assets to participate in the organization of private training institutions, should hire an intermediary agency with evaluation qualifications in accordance with the relevant provisions of the state-owned assets supervision and management.
