First of all, the National Development and Reform Commission is the competent department of energy conservation in China. In order to learn from foreign energy management experience and explore the establishment of the energy manager system, the Environmental Protection Department of the National Development and Reform Commission entrusted the National Energy Conservation Center to carry out the pilot work of energy managers from June 6 to 10, 2009. At present, there are only five pilot areas in China: Beijing, Tianjin, Hebei, Shandong and Shaanxi. In addition to the above five areas, the state has not yet carried out pilot training and examination for energy managers in other areas.

Second, in accordance with the principle of "unified organization, unified outline and unified teaching materials", the pilot work of national energy managers is led by the Environmental Protection Department of the National Development and Reform Commission, and entrusted to the National Energy Conservation Center for specific organization and implementation.
