First of all, the National Development and Reform Commission is the competent department of energy conservation in China. In order to learn from foreign energy management experience and explore the establishment of the energy manager system, the Environmental Protection Department of the National Development and Reform Commission entrusted the National Energy Conservation Center to carry out the pilot work of energy managers from June 6 to 10, 2009.
