1997 according to the general requirements of the border defense bureau of the armed police, we organized a training activity for leading cadres of the marine police. Training time, trainees, funding guarantee and teaching content are all confirmed and guaranteed by superiors, and we are only responsible for making training plans and organizing their implementation. Participants are composed of the main leaders of local marine police detachments, leaders in charge of relevant provincial corps and leaders of relevant departments. At that time, the ranks of these students were not low, ranging from regimental level to deputy regimental level. My task in it is to organize the implementation, organize the command, and undertake the teaching task for three days at the same time.
The marine police's business is very important, including many categories. The content of my lecture is related to the introduction to ships, focusing on the vitality of ships. What is the vitality of a ship? Ship vitality refers to how to deal with the problem when the ship is injured or endangered. Because a considerable number of leading cadres at the decision-making level and management level of the marine police do not know much about the technical knowledge of marine police vessels, only a small number of them have been engaged in maritime work for a long time, commonly known as "people who landed from the sea", and most of them have a good level of maritime business. Warship is also a mobile platform with strong technical integration, which needs to perform tasks under different sea conditions, different police types and different tasks to give full play to the best combat technology.
In the three-day lecture, I took the "damaged ship management" as the top priority, mainly including the handling of ships in cases of fire, damage and confrontation. In the teaching of leading cadres, it is necessary to highlight the professional qualities that commanders must master, rather than incorporating the contents that front-line executives must master into the teaching content. Therefore, the logic of teaching must be clear, so that leaders who are not familiar with maritime business can have a "clear idea" of how to correctly handle the problems under the above circumstances through short-term training, prevent "blind command" and avoid unnecessary losses to state property and crew life.
In the process of teaching, the students listen to the class very carefully. 10 minutes of rest is the time when I was besieged by them. They asked questions around me. On the one hand, they wanted to solve the problem of attending classes; on the other hand, they wanted to expand their professional knowledge. Especially for the leader with the highest position, the rest time has almost become my "individual coaching" time for him, and sometimes even the time to go to the toilet is taken up.
Compared with now, at that time, the maritime power of the marine police was very thin. Generally speaking, ships have small tonnage, short endurance and weak wind and wave resistance, which makes it impossible to reach some sea areas. As a result, the content of duty is single, and the issue of public security in the open sea can only be "stared at". After nearly 20 years of development, there are now many large-tonnage marine police vessels, which can sail to Diaoyu Island, Xisha and Nansha Islands without any difficulty. At present, the task is also very heavy, the field of duty has been broadened, and safeguarding the maritime rights and interests of big countries has been entrusted to them. I think the people of China can rest assured.
Although these three days of classes have become history, I am deeply gratified that I have contributed a little to the development and construction of the marine police!
