Chapter I General Provisions Article 1 In order to implement the Mine Safety Law of People's Republic of China (PRC) (hereinafter referred to as the "Mine Safety Law"), ensure mine production safety and protect the personal safety of mine workers, these measures are formulated in light of the actual situation of this province. Second in the administrative area of this province engaged in mineral resources exploitation activities and mine safety supervision and management, must abide by the "Mine Safety Law" and these measures.

The exploitation of mineral resources refers to the exploitation of energy minerals, metallic minerals, nonmetallic minerals or other minerals, including mine geological exploration, mine design, construction, production, mineral processing, mine equipment repair, mine transportation and other activities that directly serve mine production and construction. Article 3 The principle of safety first and prevention first shall be adhered to in mine safety work, and a safety production management system of state supervision, local supervision and enterprise responsibility shall be implemented. People's governments at all levels should strengthen their leadership over mine safety work. The safety production supervision and management departments of the people's governments at or above the county level shall implement unified supervision and management of mine safety work within their respective administrative areas. Article 4 People's governments at all levels shall encourage scientific and technological research on mine safety, adopt advanced technologies, improve working conditions in mines, prevent mine accidents and occupational hazards, and ensure safe production in mines. Units and individuals that have made remarkable achievements shall be commended and rewarded. Chapter II Safety Guarantee of Mine Construction Article 5 The safety facilities of mine new construction, reconstruction, expansion and technical transformation projects must be designed, constructed and put into production and use at the same time as the main project. Article 6 The feasibility study report of a mine construction project must demonstrate its safety conditions. In the preliminary design, safety supplies should be prepared as required.

The design review and completion acceptance of safety facilities of mine construction projects must be attended by the supervision and administration department of production safety. No construction shall be organized for projects whose safety facilities are designed without examination and approval; Without acceptance or unqualified acceptance of the project, shall not be put into production and use. Article 7 Departments responsible for the supervision and administration of production safety and departments in charge of mining enterprises shall, in accordance with the relevant provisions of the state, timely review the safety clauses and other relevant documents of mine construction projects, and shall not shirk or delay. Eighth mine construction projects must be designed by units that have obtained mine design qualifications; Construction in accordance with the approved design documents; Construction shall be carried out by a unit with corresponding construction qualification and construction safety qualification certificate issued by the safety production supervision and management department. Chapter III Safety Guarantee of Mining Article 9 Mining enterprises must mine within the mining scope approved by the mining license, and may not mine without a license or cross-border mining. Tenth mining must have the conditions to ensure safe production, the implementation of mine safety regulations and industrial technical specifications.

Mining enterprises must set up mine safety signs in accordance with relevant state regulations. Eleventh coal mines must meet the following basic conditions for safe production:

(a) Each production mine shall have at least two independent, pedestrian-friendly and direct-to-ground safety exits;

(two) the mine has a reasonable ventilation system to ensure that there is enough fresh air underground. If mechanical ventilation is used, the main ventilator is installed on the ground;

(3) The underground electrical equipment meets the national safety standards and explosion-proof requirements, and the power supply system has overcurrent, leakage and grounding protection measures. Coal mines with an annual output of more than 2 1 10,000 tons adopt dual power supply;

(four) there are mining engineering plan, ventilation system diagram, underground control diagram, power supply system diagram, and disaster avoidance road map;

(5) The hoisting system of the shaft hoist is equipped with anti-falling well, anti-overwinding device and two-stage acousto-optic signal device, the inclined shaft (lane) is equipped with anti-sliding device, and the hoisting container has obvious load (person) sign;

(six) according to the provisions, equipped with miner's lamp, gas detector, portable gas alarm, self-rescuer, anemometer, blaster and fire fighting equipment;

(seven) underground dust prevention measures;

(eight) the gas grade and the explosiveness of coal dust in mines shall be identified in accordance with the relevant provisions of the state;

(9) The buildings in the wellhead and industrial square are higher than the highest flood level in the local history, and flood control facilities are built below, and the groundwater is threatened by flood or the geological situation is unknown.

(ten) the mine has communication facilities with the outside world, and the mine with an annual output of more than 2 1 10,000 tons is equipped with rescue equipment. Twelfth non coal mining, there should be a reasonable mining method; Having a reasonable ventilation, dustproof, fireproof and waterproof system; Blasting design should be compiled for stope blasting; The power supply should have overcurrent, leakage and grounding protection; Explosion-proof electrical equipment should be used in mines with explosion danger; Set up tailings pond according to regulations; Shaft hoisting should have anti-falling wells and anti-overwinding devices.

In open-pit mining, the stage height, platform width, slope angle and final slope angle of stripping face must be controlled according to the design regulations. Stripping and dumping operations shall not cause damage to deep wells or adjacent mines. Chapter IV Mine Safety Management Article 13 The competent department of mining enterprises shall inspect the implementation of laws and regulations on mine safety and the on-site safety management of mining enterprises, be responsible for organizing the training of mine managers and safety officers in mining enterprises, and urge enterprises to eliminate major accidents and prevent occupational hazards. Article 14 Mining enterprises must abide by national safety laws, regulations and industrial safety regulations, establish management systems, and formulate operating rules, operating norms and safety production responsibility systems.
