Main responsibilities of Binzhou Human Resources and Social Security Bureau
(a) to implement the national and provincial guidelines, policies, laws and regulations on human resources and social security, formulate the city's human resources and social security development plans and policies, and organize their implementation, supervision and inspection.

(2) Formulate policies on human resource flow, establish a unified and standardized human resource market, and promote the rational flow and effective allocation of human resources.

(3) Responsible for promoting employment. Formulate plans and policies for coordinating urban and rural employment development and improve the public employment service system; Establish and improve the vocational qualification system, employment assistance system and employment training system for urban and rural workers; To formulate development policies for technical schools and vocational training institutions in the city; Take the lead in formulating employment policies for college graduates; In conjunction with relevant departments, formulate training and incentive policies for high-skilled talents and rural practical talents.

(4) Coordinate the establishment of a social security system covering urban and rural areas. To formulate policies and standards for urban and rural social insurance and its supplementary insurance and organize their implementation; To organize the formulation of unified measures for the continuation of social insurance relations in the whole city and municipal co-ordination measures; Formulate basic endowment insurance policies for government agencies and institutions, and gradually improve the overall level of funds; To formulate the management and supervision system of social insurance and its supplementary insurance funds jointly with relevant departments; Draft proposal for compiling the budget and final accounts of the city's social insurance fund; Participate in the formulation of the city's social insurance fund investment policy.

(five) responsible for employment, unemployment, social insurance fund forecast and information guidance; Formulate response plans, implement prevention and control, and maintain the stability of the employment situation and the overall balance of social insurance funds.

(six) in conjunction with the relevant departments to develop the city's organs and institutions staff wage income distribution policy, establish and improve the organs, enterprises and institutions staff wage growth and payment guarantee mechanism; To formulate welfare and retirement policies for personnel of government agencies, enterprises and institutions and organize their implementation.

(seven) to guide the reform of personnel system in public institutions; To formulate management policies for personnel of public institutions and national staff; To formulate policies for the management and continuing education of professional and technical personnel; Take the lead in deepening the reform of professional title system; Improve and implement the postdoctoral management system; Responsible for the selection and training of high-level professional and technical personnel.

(eight) comprehensive management of the city's introduction of foreign intelligence, overseas training and study abroad to work in our city. To formulate plans and policies for the introduction of foreign intelligence in the whole city, prepare the budget for the introduction of foreign intelligence, and supervise the implementation; Responsible for the examination and approval, review, filing and management of foreign experts' overseas (border) training programs and personnel who come to work in our city; Organize and implement key overseas (border) training projects and plans to hire foreign experts; Formulate policies to attract experts and overseas students to work or settle in our city; Manage the non-educational system to study abroad at public expense; Guide the foreign exchange of human resources and social security in the city.

(nine) in conjunction with the relevant departments to formulate resettlement policies and resettlement plans for demobilized military cadres; Responsible for the training of demobilized military cadres; To guide the management and service of demobilized military cadres who choose their own jobs.

(ten) responsible for the comprehensive management of civil servants in administrative organs; Formulate personnel deployment policies and personnel placement policies related to recipient areas and key construction projects; Organize and implement the national honor system in conjunction with relevant departments, formulate the government reward system and organize its implementation.

(eleven) in conjunction with the relevant departments to formulate work plans and policies for migrant workers and organize their implementation; Coordinate and solve key and difficult problems and safeguard the legitimate rights and interests of migrant workers.

(twelve) to formulate the labor and personnel dispute mediation and arbitration system and labor relations policy, and improve the coordination mechanism of labor relations; Formulate policies to eliminate illegal use of child labor and formulate special labor protection policies for female workers and underage workers; Organize and implement labor inspection, coordinate workers' rights protection work, and investigate and deal with illegal cases according to law.

(thirteen) to be responsible for the safety management of the organs and subordinate units of this Council.

(fourteen) to undertake other tasks assigned by the municipal party committee and municipal government.
