Distribution network is an important part of power system, and its safe and economic operation is an important guarantee for the safe and economic operation of the whole power system. Unlike transmission networks, distribution systems must extend from substations and 10kV feeders to end users. There are many types and quantities of distribution equipment, and there are also many basic materials to be managed. The wiring mode of the line is very complicated, the equipment is frequently added, modified and overhauled, and the management task is very heavy. The traditional manual operation and account management methods are not only cumbersome and labor intensive, but also difficult to meet the needs of the rapid development of distribution network and distribution automation. As a relatively weak link in power system, distribution network has been paid more and more attention.

Foreign distribution network automation began in 1970s, and in some developed countries, distribution automation system has been widely valued. The development of distribution automation system abroad has experienced various early single automation, and now it has formed a distribution network management system (DMS) which integrates substation automation, feeder section switch measurement and control, capacitor bank regulation control, user load control and remote meter reading, and its function has reached more than 140, which reflects the development process to open, integrated and integrated comprehensive automation. At present, it has a considerable scale, and has brought considerable economic and social benefits from improving the reliability and efficiency of distribution network operation, improving the quality of power supply, reducing labor intensity, making full use of the capacity of existing equipment, and shortening the power outage area. At present, foreign countries are devoting themselves to the research of distribution automation expert system and distribution network simulation training system, and are studying how to reduce network loss through the optimization of load distribution, manage transformer load to maximize the utilization of transformer capacity and reduce the active loss of the system, and manage user load according to real-time electricity price.

Compared with other developed countries in the world, the development of China's circulation system started late, with a low level of development and relatively backward construction. Since the 1990s, two main tasks have been carried out: on the one hand, a real-time monitoring system for distribution system has been established, that is, a master station system has been established in the distribution dispatching center, and remote terminals of RTU and FTU feeders have been set up in substations and switching stations, which are connected through communication channels to achieve the function of real-time monitoring. On the other hand, the implementation of all kinds of feeder automation can shorten the power outage time after short circuit fault, speed up the restoration of power supply and improve the reliability of power supply.

In addition to the above two aspects, the development of domestic distribution automation technology has also achieved the following functions.

Different degrees of research and development work, some of which have been put into practical application. Such as: distribution management system, including load management, automatic drawing, equipment management and geographic information system, as well as demand side power management, substation automation system and remote meter reading system. However, the distribution network structure is unreasonable, a large number of power equipment performance is backward, the maintenance-free level is low, and it does not meet the requirements of automation, resulting in frequent power outages and low reliability.

A few years ago, China's investment in distribution network was less than that in transmission network, and the construction of distribution network was relatively backward. In recent years, the State Power Company has accelerated the construction and transformation of distribution networks, focusing on low-voltage distribution networks. At present, the existing distribution network has been analyzed in various regions, and the transformation has been carried out according to the need and possibility, so as to improve the quality, reliability and safety of power supply and reduce the loss, so as to meet the requirements of power system reform and the needs of urban and rural development and construction.
