Measures for the administration of cultural centers in Zhejiang Province
Chapter I General Provisions Article 1 In order to strengthen the construction and management of cultural centers, promote the development of mass cultural undertakings, safeguard citizens' basic cultural rights and interests, and improve citizens' cultural quality, these measures are formulated in accordance with the Regulations on Public Cultural and Sports Facilities and other relevant laws and regulations, combined with the actual situation of this province. Article 2 The term "cultural centers" as mentioned in these Measures refers to public welfare cultural institutions established by the government and open to the public, which organize, guide, consult and study mass cultural and artistic activities and provide public cultural products and services, including provincial and municipal cultural centers (mass art museums) and county (city, district) cultural centers. Article 3 These Measures shall apply to the establishment, planning, construction, use, supervision and management of cultural centers within the administrative area of this province. Article 4 The work of cultural centers should adhere to the direction of serving the people and socialism, adhere to the policy of letting a hundred flowers blossom and a hundred schools of thought contend, promote the development of advanced culture, disseminate scientific and cultural knowledge beneficial to economic development and social progress, and enrich the spiritual and cultural life of the public. Article 5 The people's governments at or above the county level shall strengthen their leadership over the work of cultural centers, incorporate the development of cultural centers into the national economic and social development plan, and urge the people's governments at lower levels and relevant departments to perform their duties of cultural center construction, supervision and management. Article 6 The cultural administrative department of the people's government at or above the county level shall be in charge of the work of cultural centers within their respective administrative areas.

Development and reform, human resources and social security, housing and urban and rural construction, finance, planning, price, land and resources, public security, education, press and publication, economy and informatization, radio, film and television and other relevant departments shall, according to their respective functions and duties, do a good job in the relevant work of cultural centers. Chapter II Construction and Funds Article 7 People's governments at or above the county level shall set up cultural centers according to their administrative regions. Article 8 The people's governments at or above the county level shall incorporate the construction of cultural centers into the overall urban planning, determine the layout and scale of cultural centers according to the local population situation and the needs of economic and social development, and ensure the demand for land for cultural centers. Article 9 The new construction, reconstruction and expansion of cultural centers shall conform to the standards for the construction of cultural centers; The construction site selection should conform to the principle of population concentration and convenient transportation; Architectural design should meet the requirements of practicality, safety, science and beauty, and take barrier-free measures to facilitate the use of disabled people. Tenth people's governments at or above the county level shall include the funds needed for the development of cultural centers in the financial budget; Support the development of cultural centers in remote areas, underdeveloped areas and ethnic minority areas.

Encourage units and individuals to donate funds, facilities and equipment to cultural centers. Eleventh no unit or individual may damage or occupy the facilities and equipment of cultural centers.

If it is really necessary to occupy the land and buildings of cultural centers due to capital construction and urban transformation, it shall obtain the consent of the cultural administrative department of the people's government at the next higher level and report it to the people's government at the next higher level for approval; And rebuild in accordance with the principles and procedures stipulated by relevant laws and regulations. Chapter III Duties and Services Article 12 Cultural centers shall carry out the following public cultural and artistic activities for the masses:

(1) Organizing mass cultural and artistic creation, performances, exhibitions and other activities;

(2) Collecting, sorting out and studying national folk art, and rationally developing and utilizing national folk art resources;

(three) to organize the investigation and study of mass culture and art, compile books and materials of mass culture and art, and establish and improve the information network of mass culture and art;

(4) Organizing mass cultural and artistic exchange activities;

(five) to organize the training of mass culture and art and the counseling of mass culture and art teams and backbones, and to provide cultural and art distribution services for grassroots cultural institutions.

Cultural centers should strengthen guidance on the work of comprehensive cultural stations in towns and streets, and promote the development of cultural and artistic activities of grassroots people. Thirteenth cultural centers should publicize the contents of their services, provide standardized and good services for the public, and carry out various forms of civilized and healthy public cultural and artistic activities. Fourteenth cultural centers shall be open for not less than 8 hours every day.

The opening hours of cultural centers should be staggered with the working hours and study hours of the local public; During the national statutory holidays and the school winter and summer vacations, the opening hours should be appropriately extended.

The opening hours of cultural centers shall be publicized; If it is really necessary to change the opening hours or temporarily stop opening due to special circumstances, it shall be publicized to the public 7 days in advance. Article 15 Cultural centers shall provide exhibitions, mass cultural performances and books and periodicals reading services to the public free of charge.

Cultural centers provide mass cultural and artistic services to the public other than those specified in the preceding paragraph, and may charge fees appropriately, but they shall provide free or preferential treatment to the elderly, the disabled and minors. The charging items and standards shall be formulated by the competent price department of the people's government at or above the county level.

The income from mass cultural and artistic services in cultural centers shall be used for the maintenance, management and career development of cultural centers' facilities and equipment, and shall not be used for other purposes.

Shall not rent the facilities and equipment of cultural centers without authorization; Holding exhibitions, performances, training and other mass cultural and artistic activities that need to be leased must be approved by the cultural administrative department at the same level and approved by the financial department. Rental income is managed according to relevant regulations. Sixteenth cultural centers should establish and improve the safety management system, equipped with safety protection facilities and personnel according to law, to ensure the integrity of cultural centers and ensure public safety.

When conducting mass cultural and artistic activities in cultural centers, the public should abide by public order and take good care of the facilities and equipment of cultural centers.
