College was founded in May, 20021,located in Yichuan County, Luoyang City, Henan Province. The predecessor of the college was the integration and merger of three schools. With the approval of Luoyang Municipal Government and Municipal Education Bureau, Luoyang Kindergarten Teachers' School was declared as the main body to establish Luoyang Cultural Tourism Vocational College.

Luoyang Vocational College of Cultural Tourism was formed by the integration of the former Luoyang Tourism School, Luoyang Preschool Normal School and Luoyang Normal College. With the approval of the Luoyang Municipal Government and the Municipal Education Bureau, Luoyang Preschool Normal School, as the main body, applied to the Henan Provincial Department of Education for establishment, mainly offering specialties with Luoyang characteristics, such as art education, hotel management, tourism management and art design.

The school has set up five majors in the first batch, namely "cultural creativity and planning, management and service of research trip, ceramic design and technology, performing arts, and fitness guidance and management".
