Application for registration procedure
1. Registration: The applicant shall go through the registration formalities with the local visa agency with the business license, the certificate of foreign economic and trade operation right approved by the competent department and relevant materials to prove that the goods meet the origin standard of export goods. When registering, the applicant shall affix the seal of the applicant and register the name of the applicant. The applicant for the certificate shall pass the training and examination of the inspection and quarantine institution and hold the applicant's certificate.
2. Visa application: The applicant shall apply for a visa to the inspection and quarantine institution at least 3 days before the shipment of the goods, and submit the following documents:
(1) application for general certificate of origin;
(2) A general certificate of origin in quadruplicate, which is correctly and clearly filled in, signed and stamped by the applicant;
(3) A copy of the commercial invoice of the exporter;
(4) Products containing imported ingredients must also submit a detailed list of product costs.
3. Application for issuing a "late certificate": Generally, the certificate of origin should be issued before the goods are shipped, but under special circumstances, if the visa cannot be applied in time, the issuing agency may apply for a "late certificate" as appropriate.
4. Application for issuing a "replacement certificate": If the original certificate is stolen, lost or damaged, the applicant may apply for a replacement certificate within six months from the date of issuance; Before applying for the issuance of the Certificate of Replacement, the applicant should make a report on the loss in the National Times, fill in the application for change and provide a copy of the commercial invoice in addition to submitting the certificate of replacement.
5. Application for issuance of "certificate of change": If the applicant requests to change or supplement the contents of the certificate that has been issued, he shall fill in the application for change, state the reasons for the change and provide the basis, return the original certificate, and issue a new certificate after verification by the visa authority.

If the importer requests the official institution of our country to issue a general certificate of origin, the applicant shall apply to the inspection and quarantine institution; Where an importer requests a non-governmental organization to issue a general certificate of origin, the applicant shall apply to the Council for the Promotion of International Trade; If there is no clear requirement, you can apply to the inspection and quarantine institution or the CCPIT.
7. If the manufacturing process of the goods in China is insufficient and it is impossible to obtain the certificate of origin in China, you can apply for a "certificate of processing"; If foreign goods re-exported through China cannot obtain the certificate of origin from China, they can apply for a "re-export certificate".
