Article 47 of the Regulations on Road Transport stipulates that motor vehicle driver training institutions shall conduct training in accordance with the teaching syllabus stipulated by the transportation department in the State Council to ensure the training quality. After the training, the participants shall be issued with a certificate of completion. The "Outline" mentioned here refers to the motor vehicle driver training outline stipulated by the transportation department in the State Council. This regulation has two meanings: (1) Motor vehicle driver training institutions must and can only carry out training in accordance with the syllabus prescribed by the transportation authorities in the State Council, and cannot use the syllabus prescribed by other departments or make their own syllabuses. (two) motor vehicle driver training institutions shall conduct training in accordance with the teaching requirements, class allocation and teaching content stipulated in the syllabus to ensure the quality of training. The training certificate mentioned in this article refers to the certificate issued by the transportation department to motor vehicle drivers after they have completed the training according to the specified requirements, and is an important certificate for motor vehicle drivers to apply for taking the motor vehicle driving test. Motor vehicle driver training includes the following categories: ① beginner driving training (non-professional and professional); ② Increase driving training; ③ Non-professional driving training; (4) driver vocational skill appraisal training; ⑤ Re-education and training of motor vehicle drivers; ⑥ Other training related to driving motor vehicles. Motor vehicle driver training methods are divided into full-time and class hours, and students can freely choose training types and training methods according to the situation. This article further stipulates that the transportation authorities and road transport management agencies are responsible for the industry management of motor vehicle driving training. According to the Law of the People's Republic of China on Road Traffic Safety and the Minutes of the Meeting on Studying the Division of Road Traffic Management and Police Staffing of Local Traffic Public Security Organs (Guo Yue [1993] No.204), the management of motor vehicle drivers (except the training of special tractor drivers) is jointly undertaken by the traffic department and the public security department. According to the provisions of Article 20 of the Road Traffic Safety Law, the competent transportation department is responsible for the qualification management of driving training schools and driving training courses, and the macro-industry management of motor vehicle driving training institutions and driver training, including the formulation of management regulations, technical standards and syllabus, as well as the planning, layout, supervision and inspection. According to Article 19 of the Road Traffic Safety Law, anyone who drives a motor vehicle shall obtain a motor vehicle driver's license according to law. To apply for a motor vehicle driver's license, the driver's license conditions stipulated by the public security department of the State Council shall be met; After passing the examination, the traffic administrative department of the public security organ shall issue the motor vehicle driver's license of the corresponding category. So the public security department is responsible for the certification of drivers. In order to ensure the quality of drivers and traffic safety, the traffic department and the public security department should cooperate and support each other in the management of motor vehicle driving training and driver's license issuance according to their respective responsibilities. The traffic department shall fully listen to the opinions of the public security department when formulating the technical standards of motor vehicle driving training institutions, which involve traffic safety; The assessment and certification of drivers by the public security department should be based on the motor vehicle driving training results issued by the transportation department. (3) Ensure the quality of motor vehicle driving training. Motor vehicle driving training institutions must train drivers in strict accordance with the norms and scale stipulated in the license, strictly implement the teaching plan and syllabus issued by the Ministry of Communications, and use unified teaching materials. The Notice on Printing and Distributing the Teaching Plan and Syllabus of Motor Vehicle Driver Training and the Notice on Supplementary Provisions of Driver Training Hours issued by the Ministry of Communications 1996 stipulate that the teaching plan of motor vehicle driver training includes training objectives, course contents, basic teaching requirements, learning cycle and hours. Automobile driver training program includes road traffic regulations, knowledge of safe driving, driver's professional ethics, automobile overview, inspection and handling of engine, chassis, electrical equipment, automobile maintenance and vehicle-mounted tools, inspection and handling of common engine faults, inspection and handling of chassis, inspection and troubleshooting of engine oil and circuit faults, basic theory and training of automobile driving, general road driving and style driving. Complex roads and night driving, heavy vehicles, driving under special conditions and fuel-saving and fuel-saving tires, contents, methods, standards and precautions of driver's test, and road transport regulations. In the process of drafting the Regulations of the People's Republic of China on Road Transportation, many comrades suggested that motor vehicle driving training should adhere to the system of training first, then assessment, and apply to the public security vehicle management organ for examination with the motor vehicle training certificate. However, considering that the provisions of this Ordinance are related to motor vehicle driving training and do not involve motor vehicle driving certification, there is no rigid provision in this Ordinance. Nevertheless, in order to ensure the driving skills and professional quality of motor vehicle drivers, because the driving level of motor vehicle drivers is directly related to road traffic safety, the life safety of other traffic parties and social order, the public security organs should strictly implement the system of training first, then assessing and applying for the examination with the motor vehicle training certificate when using motor vehicle driving trainers to conduct the examination and issue motor vehicle driving licenses. What's more, road traffic safety is a worldwide problem. We must adhere to comprehensive management, suit the remedy to the case and take a multi-pronged approach, which requires coordination and close cooperation between the transportation department and the public security department.
