The Regulations on the Supervision and Administration of Cosmetics (hereinafter referred to as the Regulations) is expected to be promulgated this year, and the Measures for the Administration of Cosmetics Registration, the Measures for the Administration of Cosmetics Labeling and the Measures for the Supervision and Administration of Cosmetics Production and Operation are also planned to be promulgated and implemented simultaneously with the Regulations. Supporting documents such as the Administrative Measures for the Filing of Cosmetics for Non-Special Uses and the Regulations for the Registration and Inspection of Cosmetics are also being studied and formulated.
Cosmetic registrants and filers are responsible for the quality, safety and efficacy of cosmetics.
The pharmaceutical supervisory and administrative departments of local people's governments at or above the county level shall be responsible for the supervision and administration of cosmetics within their respective administrative areas. The relevant departments of the local people's governments at or above the county level shall be responsible for the supervision and administration of cosmetics within the scope of their respective duties. Article 6. Cosmetic registrants and filers are responsible for the quality, safety and efficacy of cosmetics.
In order to standardize the production and operation activities of cosmetics, strengthen the supervision and management of cosmetics and ensure the quality and safety of cosmetics. Protect consumers' health and promote the healthy development of cosmetics industry. Engaged in cosmetics production and business activities and their supervision and management within the territory of People's Republic of China (PRC) shall abide by these regulations.
