In order to implement the spirit of the national work conference on safety in production, further strengthen the sense of responsibility of users of coal mine safety monitoring system and the concept of zero gas overrun, and improve the ability of using, maintaining and managing coal mine safety monitoring system and emergency response and disposal, the State Administration of Coal Mine Safety decided to conduct special training for the heads of various coal mine enterprises and coal mine dispatching rooms, dispatchers, personnel on duty of safety monitoring system and heads of maintenance centers throughout the country. The relevant matters are hereby notified as follows:
I. Training organization
(1) Coal mining enterprises that focus on independent training and do not have the training conditions (no special site, equipment and teacher management team, etc.). ) may entrust a qualified local training institution for training.
(two) the provincial coal mine safety management personnel examination and certification department is responsible for formulating the implementation opinions of the local special training work, and puts forward the requirements of curriculum, teacher selection and performance evaluation.

Three. Main contents of training
The basic situation and main job responsibilities of the relevant personnel in the dispatching (monitoring) position; Principle, composition and performance, daily maintenance, fault diagnosis and elimination of coal mine safety monitoring system; Monitoring system alarm and underground emergency treatment and response measures; Main disasters and prevention of coal mines in this mining area; Emergency plans and drills for coal mines in this area.
Four. Related requirements
1. The examination and certification department of provincial coal mine safety management personnel shall submit the opinions on the implementation of special training in this area to the Administration Department of the State Administration of Coal Mine Safety before the end of April, and strengthen the supervision and inspection of special training, focusing on checking whether the training content, time and assessment meet the requirements, and urging unqualified personnel to make post adjustments. Seriously sum up good experiences and practices, analyze existing problems and main problems, and put forward relevant opinions and suggestions. In the process of special training, if major problems are found, they should be reported in time.
2. All coal mining enterprises shall, according to local implementation opinions, formulate special training plans and establish special training files, and immediately adjust their posts for those who fail the training assessment. Training plan, training situation and post adjustment should be reported to relevant provincial departments in a timely manner.
3.7 15 days ago, the provincial coal mine safety management personnel assessment and certification departments will summarize the training materials and statistics (electronic version can be downloaded from the government website of the State Administration of Work Safety) and submit them together with the electronic version to the Administration Department of the State Administration of Coal Mine Safety; Before 10 and 15, submit the training summary report and statistical data together with the electronic version to the management department of the State Administration of Coal Mine Safety. The State Administration of Coal Mine Safety will organize key supervision and inspection on the development of special training twice in July and September, and make a summary report on the special training at 5438+00 in late June.
