I. Subsidy declaration system

This Municipality implements the system of reporting and signing contracts for training subsidies. The training institutions that undertake the task of subsidized training shall be determined by the local administrative departments of human resources and social security in the form of signing contracts or public bidding.

The signing agreement system refers to that qualified training institutions sign training agreements with local human resources and social security administrative departments in accordance with the principles of "open conditions, voluntary application, openness and fairness, and agreement training", based on the Catalogue of Vocational Skills Training Occupations (Jobs) Subsidies in Ningbo issued by the Municipal Human Resources and Social Security Bureau (see Annex 1), and training institutions that have completed the agreed training programs can apply for training subsidies.

Second, the declaration object

Application objects are divided into two categories. First, all kinds of training institutions (including technical schools, vocational colleges, ordinary universities, employment training centers of county (city) District People's Social Security Bureau, industry training centers, private vocational training schools, and adult education colleges); Second, enterprises, institutions and trade associations.

Third, the reporting conditions

Applicants who meet the following conditions at the same time may apply to the local administrative department of human resources and social security for undertaking the annual subsidy training program:

(1) Vocational skill training institutions shall meet the following conditions: in addition to the relevant requirements of national laws and regulations and training institutions at all levels to carry out vocational skill training, they shall also meet the following conditions:

1. Having full-time training managers, teachers, teaching places and equipment and facilities necessary for vocational skills training; There shall be no less than 6 staff members, equipped with facilities and equipment suitable for the training scale of the corresponding occupation (type of work) (if the premises and equipment are leased, corresponding lease contracts shall be provided, in which the lease period of the premises shall be no less than 3 years);

2. Training institutions have more than 200 training results; And the declared subsidy project has more than 1 year training experience;

3. There is no violation of vocational training laws and regulations in the past two years, no record of complaints and punishments, and no group dispute with students;

4. Social organizations (private non-enterprise training institutions) rated as 3A or above by Ningbo Civil Affairs Bureau can be preferentially included in the contracted training institutions on the basis of the above provisions.

The conditions of entrepreneurship training institutions shall be implemented according to the notice of "Measures for the Administration of Designated Entrepreneurship Training Institutions in Ningbo" (No.Yong Lao She Pei 10).

(2) Enterprises, institutions and trade associations shall meet the following conditions:

1. Attach importance to employee training, actively implement the national vocational qualification certificate system and employment access system, and formulate employee training plans and organize their implementation every year.

2. There are specialized institutions and full-time staff to carry out employee training, and more than 200 person-times of employee skills training are organized throughout the year. There are facilities and equipment to undertake vocational skills training, and the training effect is obvious.

Four. Application procedure

The application for signing a contract shall be implemented according to the following procedures:

(1) directory publishing. According to the economic, social and industrial development direction of our city, the Municipal Human Resources and Social Security Bureau issued a catalogue of occupations (jobs) where the government purchased training results.

(2) submit an application. Qualified training institutions, enterprises, institutions and trade associations voluntarily submit application requirements to the local administrative department of human resources and social security according to the training catalogue published by the Municipal Human Resources and Social Security Bureau (in ordinary universities and vocational colleges in Ningbo, they can submit application requirements to the Municipal Human Resources and Social Security Bureau). And provide the following materials:

1. The original and photocopy of the school license (approval document), and the original and photocopy of the business license provided by enterprises, institutions, trade associations or organizations registered with the Civil Affairs Bureau;

(3) take the exam. After accepting the application, the administrative departments of human resources and social security at all levels shall promptly organize personnel to conduct on-the-spot examination of the applicant's qualifications and put forward examination opinions according to the results of the on-the-spot examination.

(4) publicity. The local administrative department of human resources and social security shall publicize the training institution to be confirmed for 5 days.

(5) sign an agreement. After publicity without objection, the administrative departments of human resources and social security at all levels signed the Training Agreement on Undertaking Subsidies with the agreed training institutions (the term of the agreement is 1 year, see Annex 3 for the reference style) and officially announced it.

(1) Clear responsibilities. Municipal Human Resources and Social Security Bureau is responsible for formulating policies related to vocational skills training, publishing the catalogue of subsidy training, comprehensively managing the vocational training and subsidies in the city, and evaluating the training subsidies in counties (cities) and districts. The human resources and social security departments of counties (cities) and districts shall be responsible for the training signing and service guidance within their respective jurisdictions, implement the quality supervision of the training process and the acceptance and examination of subsidy funds, and supervise, evaluate and inspect the subsidy training work within their respective jurisdictions. All training institutions should strengthen the organization and implementation of training, strengthen teaching management, standardize subsidy declaration and improve training quality.

(2) Standardize the declaration procedures. The administrative departments of human resources and social security in all localities should strictly identify the procedures for training units by agreement, standardize the activities of vocational training courses, and strengthen the guidance on running schools by agreement in accordance with the law, integrity and standardization. (3) Strict supervision and management. All levels should strengthen the supervision and management of training institutions, and deal with training institutions that violate the subsidy training agreement in strict accordance with the subsidy training agreement. If the training institution fails to reach 70% of the number of trainees agreed in the training agreement, it shall not sign the training agreement for the next year; If the training qualification is contracted, subcontracted or cooperated with non-agreement training institutions to carry out government training subsidy projects, the qualification of agreement training institutions and subsidy funds will be cancelled after verification. In particular, training institutions that resort to fraud, cheat or impersonate vocational training subsidy funds will be severely punished in accordance with relevant regulations in addition to recovering subsidy funds; Anyone suspected of committing a crime shall be transferred to judicial organs for legal responsibility according to law.
