Chapter I General Provisions
Article 1 Power loss of power grid (referred to as line loss for short) refers to the power loss and loss in the process of power transmission, transformation, distribution and marketing by power plants to users. Line loss rate is the main economic and technical index that comprehensively reflects the planning, design, production, operation and management level of power grid. In order to standardize the line loss management of all units of State Grid Corporation and improve the economic operation level of power grid, these provisions are formulated in accordance with relevant national laws and regulations.
Article 2 All power grid operating enterprises should reduce the line loss rate to a reasonable level according to the needs of the operation mechanism of the power market, strive to improve the economic benefits of enterprises, and formulate detailed implementation rules in light of their own specific conditions.
Article 3 These Provisions shall apply to the power grid operating enterprises of State Grid Corporation at all levels.
Chapter II Management Measures
Article 4 Management system and responsibilities
(a) line loss management in accordance with the principle of unified leadership, hierarchical management, division of responsibilities, the implementation of the whole process of line loss management.
(2) Power grid operating enterprises at all levels should establish and improve the line loss management leading group, headed by the company's competent leader. The members of the leading group are composed of the heads of relevant departments, who are responsible for the division of labor and cooperate with each other. The centralized management department is responsible for the daily work, setting up line loss management posts and assigning special personnel.
(three) line loss management responsibilities:
1. State Grid Corporation of China is responsible for implementing the national energy-saving guidelines, policies, laws and regulations, researching energy-saving and loss-reduction technologies according to the operation conditions of various units in the State Grid Corporation system, and formulating rules, standards, reward and punishment measures, etc. Organize and coordinate the energy saving and loss reduction work of power grid enterprises, and formulate and approve energy saving plans and major energy saving measures.
2. Power grid enterprises at all levels are responsible for implementing the principles, policies, laws, regulations and relevant instructions of the state and State Grid Corporation for energy conservation and loss reduction, formulating the line loss management system of the enterprise, and being responsible for the decomposition and release of the line loss rate index plan; Set short-term and medium-term control targets; Supervise, inspect and assess the implementation of subordinate units.
(four) the scope of line loss management can be divided according to the scope of property rights, but also according to the contract of the parties.
Article 5 Index management
(1) hierarchical management of line loss rate index. State Grid Corporation issued annual line loss rate plan indicators to regional power grid companies or provincial (autonomous regions and municipalities directly under the Central Government) power companies, and power grid companies at all levels should decompose and issue annual line loss rate indicators to ensure completion. At the same time, we should conscientiously sum up management experience and analyze the economic benefits of energy-saving and loss-reducing projects.
(2) The line loss index should consider the network loss caused by the crossing power.
(3) Monthly, quarterly and annual line loss statistics are the basis of line loss rate index management and assessment, and are defined as follows:
Line loss rate = [(power supply-electricity sales)/power supply ]× 100%
Among them, power supply = power supply of power generation company (factory)+power purchase+grid input power-grid output power (see annex for details).
Electricity sold = electricity sold by all end customers.
In order to classify the line loss, this network regards the electricity delivered to the next level of the company as the electricity sold.
(4) The online line of the pumped storage power station is regarded as the tie line, and the line loss is calculated according to the line loss statistics of the tie line.
(5) In order to reduce the power loss and facilitate the inspection and assessment of line loss management, each power grid operating enterprise should establish an internal small line loss index statistics and assessment system. Specific indicators are formulated by power grid operators.
Article 6 The setting of gateway metering points and the management of electric energy metering
(1) The gateway metering point refers to the demarcation point of electricity metering for trade settlement and internal assessment settlement with power grid operating enterprises.
(2) The principle of setting measuring points at the pass.
L meters are installed at both ends of inter-provincial and regional power grids for measurement, and the principle of line loss of tie lines is implemented according to the contract between the two parties.
2. The metering point of the power generation company (plant) is generally located at the property boundary point, and the metering point stipulated in the contract is implemented under special circumstances.
3 regional power grid companies and provincial (autonomous regions and municipalities directly under the central government) power companies' internal assessment and settlement measurement points shall be determined by each unit.
4. The customer gateway metering point is generally located at the demarcation point of property rights, and the contract shall be executed according to the contract.
(3) Measurement management at the gateway
1. The equipment and precision grade of all gateway metering devices shall meet the requirements of Technical Management Regulations for Electric Energy Metering Devices.
2. The newly built, expanded (rebuilt) gateway metering device must be put into operation synchronously with the primary equipment and meet the requirements of the electric energy collection system of this power grid.
3. Do a good job of power balance of the bus where the gateway meter is located on a monthly basis. The bus power imbalance rate of 220kV and above voltage level is not more than 65438 0%; 1 10kV and below, the bus power imbalance rate is not more than 2%.
Article 7 Marketing management
(1) All power grid enterprises must strengthen power marketing management, establish and improve the post responsibility system for marketing management, reduce internal responsibility mistakes, prevent electricity theft and illegal use of electricity, make full use of high-tech means to prevent electricity theft management, adhere to regular electricity inspection, and take effective measures to find out the power losses caused by poor management and reduce management line losses.
(two) strict meter reading system, the number of meter reading cases of all customers should be fixed. The monthly electricity sales should correspond to the power supply as much as possible to reduce the fluctuation of statistical line loss.
(3) Strictly manage the self-use electricity of power supply enterprises and include the electricity consumption of substations in the assessment scope. Other power consumption of substations (such as maintenance, infrastructure, office, tertiary industry, etc.) is collected by local power supply units.
(4) The power marketing department should strengthen the reactive power management of customers, improve the compensation effect of reactive power compensation equipment, and promote customers to improve the power factor by combining centralized and decentralized compensation in accordance with the Regulations on the Administration of Power Supply and Consumption and the Regulations on the Administration of Voltage Quality and Reactive Power of State Grid Corporation.
(5) Low voltage line loss substation (area) management
According to the characteristics of low-voltage power grid, it is an important measure to strengthen the whole process management of low-voltage line loss and realize the management of line loss substation (area). All power grid enterprises should formulate and implement the assessment management system and implementation rules for low-voltage line loss substations (districts) in light of their own reality.
Article 8 Work quality requirements
(1) Power grid enterprises should do a good job in analyzing the economic benefits of annual loss reduction projects. Regularly investigate the situation, especially strengthen quantitative analysis.
(2) Power grid companies in various regions and power companies in various provinces (autonomous regions and municipalities directly under the Central Government) should report the line loss completion express through the line loss management webpage of State Grid Corporation before the 6th of each month (holidays are postponed), analyze the reasons for the large fluctuation of line loss rate, and communicate information in time.
(3) Regional power grid companies and power companies of provinces (autonomous regions and municipalities directly under the Central Government) conduct line loss analysis every quarter (by line, voltage and region) and make a semi-annual summary, submit the electronic version of the annual line loss summary report to State Grid Corporation before February 15 every year, and submit it as an official document before the end of February.
The contents to be summarized and analyzed in the annual report include:
1. Completion of line loss index.
2. Analysis of line loss composition.
(1) According to comprehensive line loss rate, network line loss rate and regional line loss rate.
(2) Analyze the line loss rate according to the voltage level.
(3) Line loss analysis after deducting lossless electricity and wholesale electricity.
3. Existing problems and measures taken. Quantitative analysis of the reasons and influence degree (proportion) of the increase and decrease of line loss rate.
4. Put forward the countermeasures to solve the problem and the key measures for the next step.
(four) power grid enterprises should regularly organize the actual load measurement, theoretical calculation of line loss, 35kV and above transmission network once a year; 10kV and below distribution network once every two years, providing basis for power grid construction, technical transformation and economic operation.
(5) All power grid operating enterprises should pay attention to the improvement of the quality of line loss management personnel, organize regular line loss professional training, and train line loss management professionals in rotation at least once every three years. Organize regular professional training and academic exchange activities for line loss.
Chapter III Technical Measures
Article 9 When planning and building a power grid, all power grid operating enterprises should follow the relevant regulations promulgated by the State and State Grid Corporation, improve the network structure, reduce technical line losses, and continuously improve the economic operation level of the power grid.
Article 10 All power grid operating enterprises shall formulate the annual technical measures plan for energy conservation and loss reduction, which shall be incorporated into the implementation of major repair, technical transformation, science and technology and other engineering projects. It is necessary to take various effective measures to reduce losses, focusing on power grid planning and boosting transformation. It is necessary to simplify the voltage level, shorten the power supply radius, reduce circuitous power supply, reasonably select the conductor section, transformer specifications and capacity, and formulate anti-stealing measures. Eliminate high-energy transformers.
Article 11 According to the Technical Guideline for Voltage and Reactive Power in Power System, Regulations on Voltage Quality and Reactive Power Management of State Grid Corporation and other relevant regulations, and according to the results of reactive power optimization calculation in power system, the reactive power compensation equipment shall be rationally configured to improve the operation level of reactive power equipment, realize reactive power partial pressure and local balance in different zones, improve voltage quality and reduce power consumption.
Twelfth actively apply and popularize new technologies, new processes, new equipment and new materials, and use the achievements of scientific and technological progress to reduce the loss of technical lines.
Thirteenth actively use modern technology to improve the management level of line loss.
Fourteenth power grid dispatching departments at all levels should adjust the operation mode in time according to the changes of power grid load and power flow and the technical conditions of equipment to realize the safe and economic operation of power grid.
Chapter iv rewards and punishments
Fifteenth according to the "People's Republic of China (PRC) Energy Conservation Law" and the relevant provisions of the Ministry of Finance and State Grid Corporation, all power grid enterprises should establish a line loss reward system suitable for the operation mechanism of the power market and formulate corresponding incentive measures. Strengthen the management of line loss assessment, stimulate the enthusiasm of employees to reduce losses, tap the potential of energy saving and improve the efficiency of enterprises.
Article 16 State Grid Corporation, regional power grid companies and electric power companies of provinces (autonomous regions and municipalities directly under the Central Government) shall commend and reward units and individuals that have made outstanding contributions to energy conservation and loss reduction.
Seventeenth units and individuals who failed to complete the line loss index plan, false indicators, fraud, to be punished, and informed criticism.
Chapter V Supplementary Provisions
Article 18 The State Grid Corporation of China shall be responsible for the interpretation of these Provisions.
Nineteenth these Provisions shall come into force as of the date of promulgation.
Appendix:
Interpretation of the meaning of electricity quantity
1. On-grid electricity consumption of power generation companies (plants): refers to the on-grid electricity consumption recorded by local power plants (independent power generation companies, directly affiliated power plants and local power plants).
2. Outsourced electricity: refers to the electricity purchased by each power supply company from the power grid outside the company's power supply area.
3. Power grid input: mainly higher than the voltage level managed by the power supply area.
4. Power grid output: refers to the power output from the power supply area of each power supply company to the external power grid.
