In 20 14, the Ministry of Education and other six departments jointly issued the Plan for the Construction of Modern Vocational Education System (20 14-2020), which clearly stated that "colleges and universities stipulate that qualified technician colleges should be included in the sequence of colleges and universities".
In 20 19, the State Council issued the Implementation Plan of National Vocational Education Reform, which once again clarified that "qualified technician colleges should be included in the sequence of colleges and universities according to the provisions of the establishment system of colleges and universities".
