The State Organs Administration Bureau is the directly affiliated institution of the State Council to manage the affairs of the central state organs. Established in June 1950, the original name was the State Council Municipal Bureau of Organs Affairs of the Central People's Government. Since June 1954, it has been changed to the State Council Bureau of Organs Affairs. On March 9, 20 13, the State Council issued the Notice of the State Council on the Establishment of Institutions (Guo Fa [20 13] 14), and the the State Council Municipal Bureau of Organs Affairs was renamed as the State Bureau of Organs Affairs. The State Organs Administration Bureau has always been responsible for the management of funds, finance, official vehicles, state-owned assets and real estate of central state organs, and for the management of life services for designated party and state leading comrades and related clients. 1998 institutional reform in the State Council transferred the functions of infrastructure investment, official vehicle purchase and fund renewal of administrative buildings and halls of relevant departments in the State Council, which were managed by the former State Planning Commission, into our bureau, and newly organized and implemented the functions of government procurement and management of housing subsidy funds for employees of central state organs. 1999 in order to adapt to the reform of the budget system of the financial department, our bureau has changed the budget management function of the administrative funds of the central state organs accordingly. In 2000, it received the property right registration files of state-owned assets of central administrative institutions managed by the former State Administration of State-owned Assets, and added the function of managing state-owned assets of institutions affiliated to various departments of central state organs.
On July 9, 2008, the General Office of the State Council issued the Provisions on the Internal Structure and Staffing of the Main Duties of the Bureau of Organs Affairs of the State Council, which clarified the main responsibilities of our bureau 13, including the management, guarantee and service of central state organs; To organize the formulation of policies and systems for the reform of the logistics system of central state organs and supervise their implementation; Responsible for the management of state-owned assets of central administrative institutions according to regulations; To formulate relevant rules and regulations on financial management of central state organs in accordance with regulations and organize their implementation; Responsible for the real estate management of central state organs; Responsible for the housing system reform of central state organs and their directly affiliated units in Beijing; Responsible for energy conservation management of central state organs; To undertake centralized procurement management of central state organs and governments as required; Responsible for the civil air defense work of the central state organs and their directly affiliated units in Beijing; To guide and coordinate the management of social affairs such as spiritual civilization construction of central state organs and comprehensive management of social security; Responsible for the management and coordination of the Beijing Office of the people's governments of all provinces, autonomous regions, municipalities directly under the Central Government and sub-provincial cities. Notice of the Ministry of Labor and the the State Council Municipal Bureau of Organs Affairs on the Establishment of the "Central State Organs Workers Appraisal Committee"
1989 May 10 The entry threshold is not high, which is convenient for "curve entry".
The hottest position in the national examination is the third procurement of State Taxation Administration of The People's Republic of China Government Procurement Center. Comparing the hot positions in the past four years, it is found that the hottest positions in the past four years are all from "the State Council Civil Service Law Management Institution", and three of them are at the "central" level. Chinese public education experts pointed out that compared with the strict requirement of "at least two years' working experience except for special posts" of the central party and mass organs, the threshold of some posts in the system of "the State Council manages institutions with reference to the Civil Service Law" is not high, and they enjoy the same treatment as civil servants. For fresh graduates who are interested in applying for "central level" positions, "saving the country by curve" and "entering the door" from other systems is undoubtedly a good choice.
By comparison, it is not difficult to find that the hottest positions in the past four years are not limited to grassroots work experience, and three of them have no political requirements and a wide range of professional requirements, especially the "no major" on 20 13, which attracted more than 9,000 applicants. Therefore, the "less restrictions" and "unlimited" of the recruitment conditions have become the reasons for candidates to compete for the exam. For example, the positions of deputy directors of three procurement offices and below require majors such as architecture, civil engineering and project management. Compared with the most popular positions in previous years, the professional scope is relatively narrow, but the degree is undergraduate or graduate, with unlimited political outlook, unlimited working years and low threshold. As long as you meet the professional requirements, you can apply.
The Central Government Procurement Center of the State Organs Administration Bureau also offered several positions for recruitment, but none of them were "obvious". The positions similar to the positions of deputy director and below in the third purchasing department are the positions of director and below in the purchasing supervision department, with the same academic qualifications and limited majors. The difference is that two years of work experience is required, which immediately raises the "threshold".
