China Welfare Lottery Issuance Management Center is a public institution directly under the Ministry of Civil Affairs, which is responsible for the issuance and sales of national welfare lottery. Its main responsibilities are: to formulate the development plan, management system, work norms and technical standards for the issuance and sales of welfare lottery tickets nationwide; Establish the distribution and sales system, market regulation mechanism, incentive and restraint mechanism and supervision and management mechanism of national welfare lottery; Organize the research and development of lottery varieties, apply for the establishment, suspension or change of lottery varieties, and organize the implementation after approval; Responsible for the organization and management of the national welfare lottery sales system data, fund collection and settlement, equipment and technical services, sales channels and place planning, printing logistics, lottery redemption and lottery destruction; Responsible for organizing and managing the image building, lottery consignment, marketing and publicity, business training and talent team building of the national welfare lottery.
