Measures for the safety management of large-scale mass activities in Fujian Province
Chapter I General Provisions Article 1 In order to strengthen the safety management of large-scale mass activities, protect the safety of citizens' lives and property, and maintain social order and public safety, these measures are formulated in accordance with the Regulations of the State Council on the Safety Management of Large-scale Mass Activities and relevant laws and regulations, and in combination with the actual situation of this province. Article 2 These Measures shall apply to large-scale mass activities held within the administrative region of this province. Where laws and regulations provide otherwise, such provisions shall prevail. Article 3 The term "large-scale mass activities" as mentioned in these Measures refers to the following activities organized by legal persons or other organizations for the public, with an estimated number of participants of more than 65,438 each time:

(1) Sports competitions;

(2) Concerts, concerts and other cultural performances;

(three) exhibitions, exhibitions, exchanges and other activities;

(four) garden, lantern festival, temple fair, flower show, fireworks party, food festival and other activities;

(five) job fairs, promotion meetings, lottery sales and other activities;

(6) Charity activities.

The provisions of these Measures shall not apply to the activities held by theaters, concert halls, parks and entertainment venues within their daily business or business scope. Article 4 The safety management of large-scale mass activities in this province follows the principle of safety first and prevention first, and adheres to the principle that the undertaker is responsible and the government supervises. Article 5 The people's governments at or above the county level shall strengthen their leadership over the safety management of large-scale mass activities, establish an overall coordination mechanism, and coordinate and solve major problems in the safety management of activities in a timely manner. Article 6 The public security organs of the people's governments at or above the county level shall be responsible for the safety management of large-scale mass activities.

Other relevant departments of the people's governments at or above the county level shall, in accordance with their respective duties, be responsible for the safety work related to large-scale mass activities. Seventh people's governments at or above the county level and their relevant departments should take various forms to strengthen the publicity and education of laws, regulations and safety knowledge related to large-scale mass activities, and enhance the safety awareness of relevant units, individuals and the public.

Encourage large-scale mass activities related industry associations to strengthen industry self-discipline and management services, formulate industry norms, carry out safety education and training, and assist relevant government departments to guide and supervise member units to perform safety duties. Chapter II Responsibility for Safety Article 9 The undertaker of large-scale mass activities is responsible for the safety of the activities he undertakes, and the main person in charge of the undertaker is the person in charge of the safety of large-scale mass activities.

Government departments, enterprises, institutions, social organizations or other organizations that hold activities shall designate contractors; If it is not clear, the organizer shall bear the safety responsibility of the organizer. Article 10 The contractor shall perform the following safety duties:

(1) Select the activity place with corresponding safety conditions and establish the safety responsibility system for large-scale mass activities;

(two) to formulate the activity safety work plan and emergency plan, and organize emergency plan drills;

(3) conducting safety risk assessment on large-scale mass activities and providing risk assessment reports;

(four) according to the needs of the safety work of large-scale mass activities, hire a security company and fire service institutions with professional qualifications, or equip them with professional security personnel and other security personnel and necessary fire-fighting equipment;

(five) equipped with the necessary safety inspection equipment and personnel, in accordance with the provisions of the personnel, goods and vehicles entering the venue for safety inspection;

(six) to ensure the safety of temporary facilities, buildings (structures) and special equipment;

(7) Issuing or selling tickets according to the approved number of people and the designated area;

(eight) to organize the implementation of large-scale mass activities on-site safety work, timely stop acts that hinder the safety of activities, and timely report illegal and criminal acts to the public security organs;

(nine) to provide necessary funds and materials for the safety work of large-scale mass activities;

(ten) accept the guidance, supervision and inspection of the public security organs and other relevant departments, and timely adjust the safety work plan of large-scale mass activities;

(eleven) other safety duties related to large-scale mass activities. Eleventh safety risk assessment of large-scale mass activities, should investigate the scene of the activity, visit the participants of the investigation activities, and fully grasp the assessment information; According to the standard format, objectively write the safety risk assessment report, and put forward specific risks and solutions.

The contents of the safety risk assessment report shall include the possibility of public safety accidents, safety risk levels and risk prevention and control measures, and make a comprehensive analysis of the traffic, public security and other conditions and influences around the activity place.

The safety risk assessment and safety risk grade of large-scale mass activities shall be formulated and promulgated by the public security organs of the provincial people's government. Twelfth managers of large-scale mass activities shall perform the following safety duties:

(a) to ensure that the site and facilities meet the national and provincial building and fire safety standards and regulations, and to provide the contractor with the approved capacity, safe passage, entrance and exit, power supply system and other materials and certificates related to the safety of site use;

(two) to ensure that evacuation routes, safety exits, fire truck routes, emergency exit routes, emergency broadcasting, emergency lighting, evacuation signs, barrier-free access and other facilities comply with the relevant provisions of the state and this province;

(three) to ensure that the monitoring equipment and fire control facilities and equipment meet the national standards, and the configuration is complete, intact and effective; Monitoring equipment should cover important facilities and parts such as stands, entrances and exits, passages and main booths; Monitoring video data should be kept for more than 30 days;

(four) to provide the necessary parking spaces and maintain the corresponding public order;

(five) to ensure the safety of key parts and the normal operation of important facilities;

(6) Other safety duties related to large-scale mass activities.
