Chapter II Provisions on Access Conditions for Safety Training of Coal Mine Employees
Article 10 Coal mine employees shall meet the following basic conditions:

(1) Being in good health and having no occupational contraindications;

(2) At least 18 years old, not exceeding the national statutory retirement age;

(3) Having a junior high school education or above;

(4) Other conditions stipulated by laws and administrative regulations.

Article 11 The mine manager, deputy mine manager, chief engineer, deputy chief engineer or technical person in charge of a coal mine with an annual production capacity of 300,000 tons or above or a coal and gas outburst coal mine shall, in addition to meeting the provisions of Article 10 of these Provisions, have a college degree or above in coal mine-related major and have engaged in coal mine-related work for 3 years or above.

The mine manager, deputy mine manager, chief engineer, deputy chief engineer or technical person in charge of a coal mine with a production capacity or approved capacity of less than 300,000 tons shall, in addition to complying with the provisions of Article 10 of these Provisions, have a technical secondary school degree or above in coal mine-related majors and have engaged in coal mine-related work for more than 3 years.

Article 12 The person-in-charge of the safety production management organization in coal mines with a production capacity or an approved capacity of over 300,000 tons/year, and coal and gas outburst coal mines shall, in addition to meeting the provisions of Article 10 of these Provisions, also have a technical secondary school degree or above in coal mine-related majors and have more than 2 years of experience in coal mine safety production.

The person in charge of the safety production management institution of a coal mine with a production capacity or an approved capacity of less than 300,000 tons/year shall, in addition to complying with the provisions of Article 10 of these Provisions, also have a high school education or above, and have more than 2 years of experience in safety production in coal mines.

Thirteenth coal mining enterprises shall not arrange personnel who have not passed the safety training to engage in production activities.

Safety training institutions shall review the basic conditions of trainees; Only those who meet the requirements can receive training.
