Shandong Normal University doesn't seem to have a major in broadcasting and hosting, but it's not really broadcasting and hosting, so if you really like this major, don't apply for it in the province. China Communication University is of course the best, followed by Nanguang and Zheguang. These schools have higher professional requirements, and it doesn't matter if the cultural courses are low.
