Special archives are institutions that collect and permanently preserve archives in specific fields or special carriers and provide them to the society for use. Article 9 The departmental archives are institutions that collect, preserve for a long time the archives formed by the department and its subordinate units, and provide them for use within a certain scope. Article 10 The establishment of comprehensive archives shall be approved by the people's government at the same level; The establishment of special archives and departmental archives shall be approved by the Municipal Archives Administration Department and submitted to the Municipal People's Government for approval. Archivists equipped by legal persons and other organizations should remain relatively stable.

Legal persons and other organizations shall, according to the needs of archival work, organize archivists to participate in archival business training. Thirteenth institutions of the municipal archives administration department may formulate professional archives work standards and technical specifications, which shall be implemented after examination and approval by the municipal archives administration department. Fourteenth archivists should be loyal to their duties, observe discipline and have professional knowledge. Fifteenth personnel engaged in archival appraisal and evaluation intermediary business, should have the basic theoretical knowledge of archives and professional knowledge of archival value appraisal and archival grade evaluation. Chapter III Archives Management Article 16 Materials formed by legal persons, other organizations and their staff in the course of their job activities shall be collected and sorted by the clerical department or business department, and shall be submitted to archives institutions for centralized management on a regular basis.

Administrative normative documents formulated by various departments of the Municipal People's Government and the agencies of the Municipal People's Government that implement administrative management according to law shall be submitted to the Municipal Comprehensive Archives at the same time of filing; The administrative normative documents formulated by the county people's government and its departments and the township people's government shall be submitted to the comprehensive archives of the district and county where they are located.

According to the provisions of the state and the municipal archives administration department, materials that should be filed shall not be refused to be filed or taken for themselves. Article 17 The relevant departments shall provide information to the archives administration department at the same level within the prescribed time limit, involving the change of administrative divisions of cities, districts and counties, the establishment, change and cancellation of legal persons and other organizations, the approval of key construction projects and major scientific and technological research projects, and other activities with great influence.

Archives formed by national and international conferences (hereinafter referred to as important conferences) and major political, economic, scientific, technological, cultural and religious activities (hereinafter referred to as major events) organized or undertaken by cities or counties shall be handed over to the comprehensive archives of cities or counties in a timely manner in accordance with regulations.

The municipal, district and county archives administration departments shall timely guide and supervise the filing and entry of archives of important meetings and major events.
