You can't be a supervision engineer with a training certificate. (1) At present, there are three kinds of supervision certificates: supervisor, provincial supervision certificate and national supervision certificate. (2) In principle, one of the above three certificates is required to work in a supervision position. (3) In actual operation, except the director, the director's representative and the special supervisor, you can be a supervisor with a training certificate, but you can never be a supervisor to sign the engineering data. It is illegal to do so.
