Improve the family guardianship system
Establish a entrusted care system for "left-behind children". Article 22 of the Law on the Protection of Minors stipulates that if the parents or other guardians of minors cannot fully perform their guardianship duties within a certain period of time due to reasons such as going out to work, they shall entrust a person with full capacity for civil conduct who has the ability to support them; Without justifiable reasons, no one may entrust others to take care of it. At the same time, Articles 23 and 24 stipulate that guardians shall not "entrust" minors, and should "listen to the opinions of minors who have the ability to express their wishes" when determining the trustee. Parents or other guardians of minors should contact and communicate with minors and their clients at least once a week to understand their life, study and psychology, and give them family care.

Mandatory reporting system
In order to solve the problem of "difficulty in finding" the infringement of minors' rights and interests, the newly revised Law on the Protection of Minors has added and comprehensively established a mandatory reporting system, which is helpful to find cases of minors' infringement as soon as possible and prevent them from happening or avoiding serious consequences.
Article 11, paragraph 1, of the Law on the Protection of Minors stipulates that everyone has the right to sue and report acts that infringe on minors' physical and mental health or other legitimate rights and interests. This is the right given to all citizens, but it does not mean that all citizens have the obligation to report. Specifically, the second paragraph of Article 11 stipulates that state organs, residents' committees, villagers' committees, units in close contact with minors and their staff are the subjects of compulsory reporting obligations. Violation of compulsory reporting obligations and failure to perform reporting obligations in accordance with the provisions of Article 117, resulting in serious consequences, the directly responsible person in charge and other directly responsible personnel shall be punished by the superior competent department or the unit to which they belong.
