In terms of education and training projects, the contents, methods and related requirements of carrying out vocational skills reserve training, pre-job education, adaptive training, vocational skills training, education for upgrading academic qualifications and building a lifelong education and training system are clearly defined.

In the education of academic upgrading, we will follow the relevant preferential policies for retired soldiers to participate in secondary vocational colleges, colleges and universities (including adult undergraduate and undergraduate), graduate recruitment and retired college soldiers to return to school.

In the division of responsibilities, the responsibilities and tasks of retired soldiers, education, finance, people's society and military departments at all levels, as well as the responsibilities of training institutions, social enterprises and retired soldiers to participate in training are clarified from three levels.

Self-employed retired soldiers who retired from active service on or after 20 10 may choose to participate in vocational education and skills training for free within 1 year after their retirement from active service. The duration of education and training is generally 2 years, and the shortest is 3 months.

Retired soldiers who have been discharged from active service 1 year or more shall participate in vocational training in accordance with the policies stipulated in the State Council's Opinions on Strengthening Vocational Training to Promote Employment (Guo Fa [2010] No.36).
