People's governments at all levels shall support scientific research on forest fire prevention, popularize and apply advanced science and technology, and improve scientific fire prevention and extinguishing capabilities. Fifth forest fire prevention work to implement the chief executive responsibility system and accountability system of the people's governments at all levels. Article 6 The forestry administrative department of the people's government at or above the county level shall be responsible for the supervision and management of forest fire prevention work in this administrative area.
Other relevant departments of the people's governments at or above the county level shall be responsible for the relevant forest fire prevention work in accordance with the division of responsibilities.
Township (town) people's governments, sub-district offices and villagers' committees shall do a good job in forest fire prevention in accordance with the provisions of forest fire prevention duties. Article 7 Business units and individuals of forests, trees and woodlands shall be responsible for forest fire prevention within their business scope. Eighth units and individuals are encouraged to participate in forest fire insurance, improve forestry disaster prevention and mitigation and self-help ability after the disaster. Ninth units and individuals that have made remarkable achievements in forest fire prevention work shall be commended and rewarded by the people's governments at or above the county level.
Units and individuals that have made remarkable achievements in fighting forest fires shall be commended and rewarded by the forest fire prevention headquarters of the people's governments at or above the county level in a timely manner. Chapter II Forest Fire Prevention Organization Article 10 The forest fire prevention headquarters of the people's governments at or above the county level shall be responsible for the unified organization, coordination and guidance of forest fire prevention work in their respective administrative areas. The forest fire prevention headquarters is composed of relevant government departments and local military organs at the same level, with the chief executive or person in charge of the government as the commander. The main responsibilities of the forest fire prevention headquarters are:
(a) the implementation of forest fire prevention laws and regulations, organization, coordination and guidance of forest fire prevention work within their respective administrative areas;
(two) to supervise the implementation of the responsibility system for forest fire prevention, organize forest fire safety inspection, and eliminate fire hazards;
(3) Organizing publicity, education and training on forest fire prevention, enhancing citizens' awareness of forest fire prevention and improving the professional quality of full-time forest fire prevention personnel;
(four) to master the fire dynamics, to carry out fire trend consultation, and to formulate and modify the fire fighting plan;
(five) to organize, coordinate and direct the forest fire fighting within their respective administrative areas;
(six) to coordinate and solve major problems related to forest fire prevention between departments and regions within their respective administrative areas;
(seven) to supervise the rectification of forest fire hazards, the investigation of cases and the accountability of forest fire prevention;
(eight) to decide on other major issues related to forest fire prevention work in this administrative area. Eleventh people's governments at or above the county level forest fire prevention headquarters office is located in the administrative department of forestry at the same level, responsible for the daily work of forest fire prevention headquarters.
The member units of the forest fire prevention headquarters of the people's government at or above the county level shall do a good job in forest fire prevention in accordance with the prescribed duties. Article 12 Where forest fire prevention involves more than two administrative regions, the people's government at the next higher level shall determine the joint defense area, and the relevant people's governments shall establish a joint defense mechanism for forest fire prevention, formulate a joint defense system, share information, and inspect and supervise the forest fire prevention work in the joint defense area. Thirteenth forest fire fighting and rescue teams, professional fighting and rescue teams, semi-professional fighting and rescue teams and the principle of combining the masses.
County (city, district) people's governments with forest fire prevention tasks shall establish professional forest fire fighting teams and provide financial guarantee.
Township (town) people's government, street offices, state-owned and collective forest farms, nature reserves, scenic spots, forest parks and other units with forest fire prevention tasks shall establish professional and semi-professional forest fire fighting teams as needed; Villagers' committees in forest areas shall establish mass forest fire fighting teams. The people's governments at or above the county level shall give necessary support.
The construction standards for professional and semi-professional forest fire fighting teams shall be formulated by the provincial people's government.
The establishment or merger of professional forest fire fighting teams shall be reported to the office of forest fire prevention headquarters of the provincial people's government for the record.
Professional, semi-professional and mass forest fire fighting teams shall conduct regular training and drills. Fourteenth units that establish professional and semi-professional forest fire fighting teams shall handle personal accident insurance for their members.
In forest fire fighting personnel delays subsidies, living allowances and other expenses incurred in forest fire fighting, in accordance with the conditions and standards prescribed by the provincial people's government.
