Fourth people's governments at or above the county level shall incorporate the construction of forest fire prevention infrastructure into the national economic and social development plan and the forest fire prevention funds into the fiscal budget at the same level. Fifth forest fire prevention headquarters of the people's governments at or above the county level shall be responsible for organizing, coordinating and guiding the forest fire prevention work within their respective administrative areas.
The competent forestry authorities of the people's governments at or above the county level (hereinafter referred to as the competent forestry authorities) shall be responsible for the supervision and management of forest fire prevention within their respective administrative areas and undertake the daily work of the forest fire prevention headquarters of the people's governments at the corresponding levels.
Township (town) people's governments, sub-district offices and villagers' committees with forest fire prevention tasks shall, in accordance with the provisions of forest fire prevention duties, do a good job in forest fire prevention within their respective jurisdictions.
The competent departments of public security, finance, tourism, agriculture and animal husbandry, transportation and civil affairs of the people's governments at or above the county level shall be responsible for forest fire prevention in accordance with the division of responsibilities. Article 6 The management units and individuals of forests, trees and woodlands shall bear the responsibility of forest fire prevention within their management scope. Chapter II Forest Fire Prevention Article 7 The competent forestry authorities of the autonomous region shall determine the forest fire risk zoning grades of counties (cities, districts) according to the grading standards of forest fire risk zoning, and make them known to the public. Article 8 The competent forestry department shall prepare an emergency plan for forest fires, report it to the people's government at the same level for approval, and report it to the competent forestry department at the next higher level and the competent emergency department at the same level for the record.
The competent forestry authorities shall organize the township (town) people's governments and sub-district offices with the task of forest fire prevention to formulate emergency measures for forest fires, and the villagers' committees shall assist in the emergency treatment of forest fires.
The management units and individuals of forests, trees and woodlands shall formulate forest fire emergency measures according to the county (city, district) forest fire emergency plan. Ninth people's governments at all levels and state-owned forestry enterprises and institutions shall, according to actual needs, set up professional forest fire fighting teams; The competent forestry authorities shall guide forest management units, villagers' committees in forest fire prevention areas, enterprises and institutions to establish mass forest fire fighting teams, and regularly organize fire fighting teams for training and drills. Article 10 People's governments in forest areas that cross administrative regions or border areas between forest and grass shall determine the forest fire prevention joint defense areas, establish joint defense organizations and joint defense systems, and do a good job in forest fire prevention in the joint defense areas. Eleventh Helan Mountain, Liupanshan Mountain, Luoshan Mountain and Nanhuashan Nature Reserve have forest fire prevention periods all year round, and the period from 10 to 1 in May of the following year is the period of high forest fire risk.
1 October 1 to March1in May of the following year is the forest fire prevention period in other areas of this autonomous region, in which1October1April 15 is the high fire risk period.
The people's governments at or above the county level may adjust the forest fire prevention period and high fire risk period according to local natural conditions and the law of fire occurrence. The adjusted forest fire prevention period and high fire risk period shall be announced to the public. Article 12 People's governments at or above the county level shall delimit forest fire prevention zones according to the distribution range of local forests, trees and woodlands and the occurrence law of forest fires, and delimit forest high fire danger zones according to high fire danger weather such as high temperature, drought and strong wind. Forest fire prevention areas and high fire danger areas shall be announced to the public.
Fire watchtowers and fire isolation belts shall be set up in the forest fire prevention areas specified in the preceding paragraph. Article 13 Business units and individuals of forests, trees and woodlands shall, in accordance with the provisions of the competent forestry authorities, establish the responsibility system for forest fire prevention, delimit the areas of responsibility for forest fire prevention, determine the persons responsible for forest fire prevention, and equip them with forest fire prevention facilities and equipment. Fourteenth railways, highways, electric power, telecommunications lines, oil and gas pipelines that pass through forest fire prevention areas, their business or construction units shall set up fixed warning signs for forest fire prevention safety, check them regularly, and eliminate fire hazards in time.
Units and individuals operating hotels, restaurants, food stalls, entertainment places and tourism projects in forest fire prevention areas, as well as industrial and mining enterprises, shall be equipped with fire prevention facilities and equipment, set up forest fire prevention publicity signs, carry out fire safety education and hidden danger investigation, and eliminate fire hazards in time. Fifteenth in the forest fire prevention zone to start industrial and mining enterprises, tourism projects or new development zones, the forest fire prevention facilities should be designed, constructed and used at the same time as the construction projects; Afforestation in forest fire prevention areas shall be accompanied by the construction of forest fire prevention facilities. Sixteenth during the forest fire prevention period, it is forbidden to use fire outside the forest fire prevention area; If it is really necessary to use fire in the wild due to the prevention and control of pests, rodents, freezing injury, planned burning, afforestation, exploration, mining of mineral deposits and various construction projects, it shall be approved by the people's government at the county level, and fire prevention measures shall be taken in accordance with the regulations to prevent the occurrence of fire.
During the forest fire prevention period, the management agencies of nature reserves shall strictly manage the activities of using fire for production or life in the protected areas, and organize the implementation after implementing the corresponding forest fire prevention measures.
