Regulations on the Administration of Anshun Economic and Technological Development Zone in Guizhou Province
Chapter I General Provisions Article 1 In order to speed up the construction of Anshun Economic and Technological Development Zone and promote regional economic development, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation. Article 2 The development zone shall, in accordance with the goal of establishing a socialist market economic system, deepen the reform of the prosperity of various economic sectors, rely on the original cities and large and medium-sized enterprises, introduce capital and technology, mainly set up industrial projects, product export projects, scientific and technological development projects and business tourism projects, speed up the technological progress of enterprises, and build the development zone into a modern urban new area with economic development and social progress.

While doing a good job in economic construction, development zones should also do a good job in building socialist spiritual civilization. Article 3 Development zones shall create favorable investment conditions and business environment for domestic and foreign investors, and protect the legitimate rights and interests of investors, operators and laborers according to law. Article 4 The construction of development zones shall be incorporated into the national economic and social development plan and the overall urban planning of Anshun City. Chapter II Management Article 5 The Development Zone adheres to the principles of simplification, high efficiency, comprehensiveness, service and being conducive to development and construction, and establishes a management committee (hereinafter referred to as the management committee) to exercise management functions according to the authorization.

The Management Committee of the Development Zone shall have a director and a deputy director, and the director responsibility system shall be implemented. Article 6 The Development Zone Management Committee shall exercise the following functions and powers according to law:

(a) to implement the Constitution, laws and regulations, and to implement the resolutions and orders of state organs at higher levels. To prescribe administrative measures;

(two) the preparation of the overall development plan and the annual economic and social development plan, and organize the implementation after approval according to regulations;

(three) the implementation of unified management of development zone construction and investment promotion;

(four) according to the provincial government authorized the examination and approval of construction projects in the development zone;

(5) Unified planning, requisition, transfer, development and management of land in the development zone according to the overall planning or regulatory detailed planning of the development zone;

(6) Organizing the development and construction of municipal infrastructure and public facilities in the Development Zone;

(seven) to guide, supervise and coordinate the work of the agencies and branches established by the relevant functional departments of the municipal government in the development zone;

(eight) to cultivate and develop all kinds of markets and intermediary service organizations in the development zone;

(9) Organizing the recruitment, deployment, training and exchange of talents;

(ten) to guide, serve, manage and supervise the enterprises and institutions in the development zone according to law;

(eleven) the implementation of economic system reform and comprehensive reform pilot;

(twelve) the preparation and management of the development zone budget;

(thirteen) to lead and manage the agricultural production, rural economic development, township enterprises, social security, science, education, culture and health, radio and television, environmental protection, family planning and other work in the Development Zone;

(fourteen) in accordance with the provisions of the state and the province, handling related foreign affairs;

(fifteen) other functions granted by the provincial and municipal people's governments. Article 7 The Administrative Committee of the Development Zone shall set up an office to carry out its work under the unified leadership of the Administrative Committee and accept the guidance and supervision of the relevant departments at higher levels. Eighth Development Zone Management Committee and the relevant departments stationed agencies should improve service quality and work efficiency, open procedures. All public officials should be honest and perform their duties according to law. Chapter III Development and Construction Article 9 The Administrative Committee of the Development Zone shall focus on infrastructure construction, closely integrate investment attraction, land development and infrastructure construction, and organize the implementation according to the approved plan. Article 10 The Administrative Committee of the Development Zone may set up an economic development entity to engage in investment, development and other economic activities, with legal personality, independent accounting, independent operation and self-financing. Eleventh Development Zone Management Committee may establish development and construction funds and their management institutions. Development and construction funds are paid and used in a rolling way.

The sources and use methods of development and construction funds shall be formulated separately by the provincial and municipal people's governments. Article 12 The state-owned land in the Development Zone shall be used for a paid period of time, and the right to use the state-owned land may be transferred according to law, and the transfer fee for the right to use the land shall be charged according to regulations. According to the different grades, industries and uses of land, preferential measures for the transfer of land use rights are determined.

The collective land in the development zone, based on the principle of strict control, can be requisitioned by stages according to the planning and authorization of construction land, and the requisition procedures shall be handled according to law. Article 13 The compensation and resettlement involved in land acquisition for development and construction of the Development Zone shall be settled by the Management Committee of the Development Zone in accordance with relevant laws, regulations and administrative rules and in line with the principle of favorable development and simultaneous development. Fourteenth to encourage the establishment of the following projects in the development zone:

(a) in line with the national industrial policy and the industrial orientation of the development zone;

(two) high-tech, advanced technology and equipment or urgently needed in China;

(3) Export of products;

(four) conducive to the adjustment of industrial structure and technological transformation of enterprises;

(5) infrastructure;

(6) Tertiary industries such as commerce and tourism. Fifteenth prohibit the construction of the following projects in the development zone:

(a) backward technology or outdated equipment;

(two) polluting the environment or seriously endangering personal health without effective control measures;

(three) other projects prohibited by the state. Article 16 To set up an enterprise in the Development Zone, an application shall be submitted to the Administrative Committee, and the industrial and commercial registration formalities shall be handled according to regulations. Seventeenth customs, commodity inspection and other departments can send agencies or personnel in the development zone to handle business, strengthen services, and implement supervision and management.

Financial departments and intermediaries such as accountants, auditors, lawyers and notaries can expand their business and provide supporting services in the Development Zone.
