It is illegal to engage in subject teaching in off-campus training and counseling institutions without a teacher qualification certificate. In August, the General Office of the State Council issued the Opinions on Standardizing the Development of Off-campus Training Institutions (hereinafter referred to as the Opinions), clearly stating that teachers engaged in knowledge training such as Chinese, mathematics, English, physics, chemistry and biology should have corresponding teacher qualifications. The Notice issued by the Ministry of Education stipulates in detail that teachers who have not obtained teacher qualification certificates can no longer be employed by training institutions to engage in subject training. The Ministry of Education and Ministry of Human Resources and Social Security jointly issued the Administrative Measures, which made it clear that employees engaged in management training in off-campus training institutions according to disciplines must have corresponding teacher qualification certificates, and those engaged in management training according to non-disciplines must have corresponding professional (vocational) ability certificates.

The policy that teachers must hold certificates is aimed at rectifying the irregular teaching in off-campus training institutions. At present, the level of teachers in educational counseling institutions is uneven, and there are mixed phenomena. Holding a certificate can set a threshold for recruiting personnel from training institutions outside universities and ensure that the recruited personnel have a certain level of teaching service.
