According to the Implementation Plan for the Pilot Work of Regular Registration of Primary and Secondary School Teachers' Qualifications (Trial), the regular registration of teachers' qualifications refers to the regular verification of primary and secondary school teachers' qualifications. Primary and secondary school teachers can engage in education and teaching only after they have registered their qualifications. Teachers who need to be registered regularly include all in-service teachers in ordinary primary and secondary schools, secondary vocational schools, kindergartens (including the above-mentioned privately-run schools at all levels and in accordance with the law) and teaching and research institutions.

First registration

Anyone who has obtained the qualification of a teacher should apply for the first registration when he is employed as an in-service teacher in primary and secondary schools for the first time.

Regular registration

After the first registration, apply for regular registration every five years. After registration, you can engage in primary and secondary education and teaching; Personnel who are not registered or do not meet the registration conditions shall not engage in education and teaching, and shall not be promoted to the title (post) of a higher-level teacher.

Submission of materials

Materials to be submitted for regular registration include teacher's ethics performance certificate, training certificate, annual assessment certificate, etc. Teachers' qualifications shall be registered on a regular basis, which shall be applied by themselves and handled collectively by their schools, and reported to the county-level education administrative department for examination and registration in accordance with the principle of territorial management.

Unqualified registration

Primary and secondary school teachers are not qualified in any of the following circumstances: they violate the professional ethics of primary and secondary school teachers and the evaluation standards of teachers' morality, which has a bad influence; Failing to pass the annual examination for two consecutive years during the normal registration period; Being revoked or deprived of teachers' qualifications according to law.
