2. Establish institutions and improve mechanisms.

In order to establish a long-term relief management organization, the County Civil Affairs Bureau set up a relief management office, equipped with four part-time staff, engaged in the relief, management and registration of social vagrants and beggars. Actively persuade and guide vagrants and beggars who have no street life to receive assistance. Intensify inspections and assistance to vagrants and beggars who have no life and concentrated activities and sleeping areas.

5. Standardize management and provide assistance according to law.

Further improve various systems of rescue management, constantly standardize the measures and procedures of rescue work, and earnestly implement them? Since the implementation of the rescue work, our county has rescued a large number of vagrants and beggars. Our bureau provides services such as returning home, meals, medical assistance and temporary resettlement for vagrants and beggars. Protective management shall be implemented for those who have no capacity for civil conduct or have limited capacity for civil conduct, and the management methods for recipients shall be separated from men and women and adults. Female recipients should be managed and accompanied by female staff.

Recently, the rescue and resettlement work for vagrants and beggars with no or limited capacity for behavior has been particularly strengthened. The rescue work for vagrants and beggars in the county has been carefully managed, and the critically ill patients have been treated and escorted in time. The rescue rate has reached 100%. The principle of key assistance and special assistance has been emphasized, and the working procedures for standardizing the entry and exit registration system for help-seekers have been strictly implemented. Classified management shall be implemented for recipients, and open management shall be implemented for those with full capacity for civil conduct, so as to realize humanized and affectionate service and ensure their personal safety in the rescue process.

Three. Problems and difficulties in work

1, the organization is not perfect, the infrastructure needs to be further improved, and there is no designated rescue station and full-time office staff. China's relief agencies are not perfect. There are no designated rescue stations and resettlement sites in the county, and there are no full-time office staff. We can't carry out large-scale mobile rescue and find people in need in time. We can only wait for homeless people to ask for help independently, and it is difficult for people with mobility difficulties and professional beggars to help.

2. Professional beggars are hard to help. The management of street professional beggars has always been a difficult point in rescue management. There are no relevant laws and regulations on the management of professional beggars in China, and there is no basis for punishment. We can only persuade them not to impose management. After the rescue, they will beg again, so repeated rescue is not effective.
