Carry out all-staff training activities. All units carry out special training in various forms such as centralized counseling, menu-based learning, online learning and lecture hall. The focus of training and learning includes: Constitution and basic national legal system, socialist concept of rule of law, socialist market economy, public management laws and regulations, and laws and regulations related to their own work. Every civil servant should combine learning and training to write at least one high-quality learning experience.

Carry out legal knowledge learning activities. While strengthening the training and self-study of laws and regulations, we should learn every day and persevere to create a strong learning atmosphere.

Conduct knowledge contests and ability tests. Combined with the main contents of education and training on the theme of the concept of rule of law, we will carry out various forms of legal and regulatory knowledge competitions and organize civil servants' legal knowledge and ability testing activities.

Carry out activities to build a culture of the rule of law. All units will take the form of organizing civil servants to hold written talks on learning and using the law, holding symposiums on the concept of the rule of law by using the intranet, editing and performing art programs on the rule of law, and opening up a garden of the rule of law, etc., to strengthen the construction of the carrier of the rule of law culture and create a cultural atmosphere of the rule of law in institutions.
