Notice of Xinyang Municipality on Suspension of Off-campus Training Activities of Off-campus Training Institutions in the City

At present, the situation of epidemic prevention and control in China is severe and complicated. According to the arrangement and deployment of the video conference on epidemic prevention and control in the education system of the whole province, after research, it is decided to suspend all offline training activities of the off-campus education and training institutions for primary and secondary school students in the city. The relevant matters are hereby notified as follows:

First, close the organization immediately. From now on, all off-campus education and training institutions for primary and secondary school students in the city are temporarily closed and offline training activities are stopped. Off-campus training institutions will resume offline training time until further notice.

Second, conduct a comprehensive investigation. All counties and districts should follow the principle of territorial management, compact the "four responsibilities", implement the "four early" requirements, resolutely shoulder the responsibility of epidemic prevention and control, quickly carry out relevant inspections, and implement shutdown measures; Work with streets and communities to implement grid governance measures, strengthen supervision and inspection of normalized epidemic prevention and control, and discover, dispose of and report hidden variation and illegal training behaviors such as "one-on-one" and "crowdfunding and private education" to prevent clustered epidemics and further eliminate epidemic prevention risks.

Third, compact the main responsibility. According to the principle of "who approves, who is responsible, who is in charge and who governs", all counties, districts and departments should strictly implement epidemic prevention and control measures to ensure that the work requirements are not a mere formality. Places, departments, schools and relevant responsible persons whose responsibilities are not implemented and measures are not in place should be seriously investigated for responsibility according to laws and regulations. Effective measures should be taken to actively explain to the society, students and parents participating in the training.
