After two years' development, 1999, approved by the Education Department of Heilongjiang Province, has become a self-taught class of Harbin Manhattan Foreign Language School, and its main task has changed from various foreign language training to self-taught examination of higher education. In 2000, the School of Architectural Design of Harbin Institute of Technology was the organizer, and approved by the Education Department of Heilongjiang Province, it was changed to Harbin Manhattan Foreign Languages Institute. Its task is to recruit a number of professional secondary schools, focusing on self-taught students. In August 2005, after further examination and evaluation by the Education Department of Heilongjiang Province, the word "expert" in the name was removed and it was recognized as today's name. The organizer has also changed from the original School of Architectural Engineering and Design of Harbin Institute of Technology to the current legal representative, President Gao.
