Attach great importance to the convening of NPC meetings, and require NPC representatives to attend the meetings on time, and carefully listen to and consider the government work report and the report of the NPC presidium. NPC deputies should actively visit voters before the meeting and present criticisms, opinions and suggestions to the government on behalf of the people at the meeting. At the first session of the 18th National People's Congress, * * * received a total of 265,438 suggestions and 9 criticisms from deputies, and submitted them to relevant functional departments for study and handling in time, and responded to the deputies within a limited time. The second is to improve the system of representative activities. The study system, rules of procedure and contact representative system of the presidium were established, which improved the quality of the presidium members and ensured the standardization and institutionalization of convening and presiding over people's congress meetings and organizing representative activities during the intersessional period.

The role of NPC deputies is closely related to their quality. Our town attaches great importance to the training of deputies to the National People's Congress. First, do a good job in business training. In view of the fact that some newly elected deputies are unfamiliar with the work of deputies, the presidium of the town people's congress trained 59 deputies in the form of meeting instead of training, which enhanced their understanding of the status, role, rights and obligations of deputies. Each representative group also organized its members to conduct two business trainings in different periods. The second is to do a good job in practical technical training. Most of the deputies to the township people's congresses come from rural areas. In order to improve the quality of the delegates, make them better play the role of "spreading", "helping" and "leading", impart science and technology to the masses, and help and lead the masses to get rid of poverty and become rich, they were trained in science and technology for three times by holding scientific lectures, field visits and other forms. Experts from the Municipal Fisheries Research Institute and technicians from the Municipal Agriculture Bureau were also invited to Sha for technical training on aquaculture and scientific aquaculture for farmers' representatives. Through democratic evaluation, all departments and units have further enhanced their awareness of serving the people and formed a good atmosphere of striving for the first place.

With the further acceleration of the process of democracy and the rule of law, the NPC deputies' level of performing their duties according to law has been further improved, which puts forward higher requirements for the appraisal work. Through investigation and study, the town people's congress solicits opinions from all sides, reports to the town party Committee for approval, and conducts appraisal and inquiry activities every year. In the middle of the year, the Presidium of the Town People's Congress invited some representatives of the Municipal People's Congress to inspect, investigate and comment. The mayor and three deputy mayors, as well as the heads of some grass-roots stations and departments, attended the event. The heads of five departments, namely town office, village construction office, police station, Tuguan office and water station, reported the work in the first half of the year. On the basis of fully affirming the achievements, the delegates carefully reviewed the reports one by one, raised questions and made suggestions. The effect is excellent.

The third is to understand people's feelings and public opinions and carry out activities of visiting voters. Make full use of the close ties between the representatives and the masses, and be the "bridge" and "link" between the party and the government and the masses. In the process of comprehensive utilization of rural resources, representatives such as Wang, Wang Changmei and Shi Jinhong made suggestions by visiting voters in Dongzhuang, Guanhe and other places: 1, more than 200 mu of water resources in the west of Nanyang responsible area center, due to many outlets, small area and low utilization value, the contracted funds are less than 30,000 yuan each year. The Presidium of the Town People's Congress always regards the petition work as an important work for the people to do practical things, so as to achieve "what the people want, what I want". Deputies to the National People's Congress have high prestige among the masses and have played a good role as jurors in mediating disputes. For individual major letters and visits, NPC deputies organize hearings. In the past two years, NPC representatives have been organized to listen to letters and visits from Lv Yongzhi, a villager in Guangyao Village, and disputes between Wang Zhenhua, a villager, and his neighbors. At the hearing, the parties state the case first, and then the delegates openly debate. They seek truth from facts, put forward facts and reasons, and put forward proper solutions to contradictions, which convinced the petitioners. NPC deputies played an active role in maintaining social harmony and stability.
