After the evaluation of technical titles of scientific and technical personnel in China, some people put forward different opinions on whether nurses can evaluate senior titles because they have only received secondary professional education for many years. Lin Juying held the Standing Council of Chinese Nursing Association for many times to seriously study and discuss this issue. At the meeting, Lin Juying advocated that nursing is a specialized subject, and the nursing education series should have different levels, such as junior, middle and senior. Nurses are technicians, not paramedics. If there were no nurses with senior professional titles, this subject would not become a specialist, and the nursing cause in China would not be improved and developed. After the meeting, the Ministry of Health listened to many opinions and actively proposed to the relevant departments that nurses should enjoy the same treatment as other health technicians. Finally, the relevant departments formally stipulate that nurses, like doctors, medicine and technology, have the right to evaluate and hire senior technical titles. This greatly mobilized the enthusiasm of nurses for work and study. Many nurses who switched to doctors or other jobs also returned to nursing management, nursing education and clinical nursing, and the nursing professional team developed steadily. Although the title series has been solved, it is more important to solve the problem of advanced nursing education. Secondary professional education alone cannot meet the needs of discipline development. Lin Juying convened relevant personnel to discuss nursing education for many times in the society, and actively put forward suggestions to the Ministry of Health and the Ministry of Education, arguing that nursing higher education must be resumed as soon as possible, which attracted the attention of relevant leaders. At the beginning of 1984, the Ministry of Health and the Ministry of Education jointly held a conference on nursing professional education in Tianjin, and decided to resume nursing higher education that had been interrupted for more than 30 years, initially forming a multi-channel, multi-level and multi-standard nursing talent training and education system. After the meeting, the two departments issued meeting minutes, which effectively promoted the development of higher nursing education. By the end of 1999, there were 12 medical colleges in China that resumed or set up nursing departments. Since the reform and opening up, international exchanges have increased day by day. Lin Juying learned that foreign nursing theory and practice have made great progress, and she tried to consult foreign materials. When she learned that Nanjing Senior Nursing Class hired American nursing experts to teach and introduced that foreign nursing methods have changed with the change of medical model (from functional nursing to caring for patients wholeheartedly according to nursing procedures), she was very concerned and attached great importance to it, and went to Nanjing, Shanghai, Changzhou and other cities for investigation and research in time, actively promoting responsible nursing to the whole country. 1983, she personally presided over the first national responsible nursing class held in Changzhou. She not only hired foreign nursing experts to teach, but also taught in person. After the meeting, various provinces and cities also started classes one after another, which made this advanced nursing method quickly spread throughout the country.
Since the reform and opening up, Lin Juying has visited the United States, Canada, Britain and other countries many times, and reached cooperation in personnel training. From 65438 to 0990, he received an honorary doctorate in humanities from Cumlons of the University of Missouri, making great contributions to international academic exchanges. 1989, Comrade Lin Juying won the 32nd Nightingale Prize.
