2. Scope of application

3. Responsibility

3. 1 the peripheral support group of the production control center is responsible for the unified management of the production and operation of the factory and the traffic safety of the materials transportation vehicles. Organize monthly vehicle traffic safety inspections such as vehicle capacity, vehicle appearance, transportation legacy, vehicle safety performance and road speed limit in the factory, and participate in the investigation, handling, statistics, analysis and evaluation of road traffic accidents in the factory.

3.2 The General Department is responsible for the inspection of personal motor vehicles involved in the outsourcing team and office activities and the audit of drivers' safety qualifications.

3.3 The Ministry of Environmental Protection organizes a monthly vehicle traffic safety supervision and inspection in the factory, and participates in the investigation, handling, statistics, analysis and evaluation of road traffic accidents in the factory.

4. Provisions on safety management of motor vehicles in factories

4. 1 Special motor vehicles (forklifts, cranes, excavators, forklifts, tractors, etc. ) should be kept in good condition, and the peripheral support group of the production control center should supervise and manage it according to the Regulations on Traffic Safety Management of Vehicles in the Factory.

4.2 Motor vehicles must be kept clean and tidy, and the body is in good condition. Vehicle equipment, safety protection devices, anti-overflow devices and accessories shall be complete and effective. 4.3 When motor vehicles transport dangerous chemicals (oxygen cylinders and acetylene cylinders), they should go to the safety and environmental protection department to handle the dangerous chemicals transportation permit, take effective safety precautions, and be equipped with emergency treatment equipment.

4.4 Motor vehicles in the factory shall establish a maintenance system for motor vehicles and special vehicles, carry out minor repairs and medium repairs on a regular basis, implement three-level maintenance, strictly check the quality of vehicles, and put an end to disrepair and missing repairs. 5. Driver safety management regulations

5.3 Vehicles without flame arresters are not allowed to enter the no-fire zone.

5.4 All kinds of vehicles must follow the instructions of traffic markings and traffic signs in the factory. When driving on the road in the factory area without traffic signs and traffic markings, motor vehicles drive in the middle and pedestrians drive on the right. When a motor vehicle runs, it must stop or slow down when pedestrians cross the lane. Without permission, motor vehicles are strictly prohibited from entering the production device area and other facilities. No cars allowed? Mark the area.

5.5 Motor vehicles in the factory should drive according to the prescribed working route.

5.6 Vehicles entering the plant area shall be parked at designated places in turn according to regulations, and parking of vehicles shall not affect the traffic safety of the plant area. It is strictly prohibited to park vehicles at intersections, bends, production equipment areas, 50m around the factory gate, within the entrance and exit of operation areas and warehouses 10m, and in areas where parking is prohibited such as fire exits and safety exits.

6. Personal motor vehicles and pedestrians

6. 1 Personal motor vehicles without factory passes are prohibited from driving on the roads in the factory.

6.2 Bicycles, electric vehicles and tricycles are not allowed to tow other non-motor vehicles or be towed by motor vehicles. Before turning, you must walk slowly and gesture. Sudden sharp turns are not allowed. Bicycles are not allowed to carry people.

6.3 Pedestrians in the factory must walk on the sidewalk or on the right side of the road, and are not allowed to suddenly cross the road. Workers who really need to enter the storage yard due to work needs must pass safely under the guidance of the material engineer.

7. Factory roads

7. 1 The main passages in the factory area shall be provided with obvious traffic signs and markings, and equipped with sufficient lighting street lamps. Sewers should be set on the roadside (open ditches should be covered) and dredged regularly. It is forbidden to discharge harmful substances such as steam, smoke, acid and alkali into the road surface. Snow and ice accumulated in winter should be removed in time. 7.2 The traffic speed limit in the factory area is 30km/h, and the forklift and forklift shall not exceed 10km/h, and the vehicles entering and leaving the warehouse at detours and crossings shall not exceed 5km/h (fire engines, ambulances and engineering rescue vehicles are not subject to speed limit when performing tasks under the principle of ensuring safety). 7.3 The roads in the plant area should be kept smooth and intact, and the tree planting, greening and overhead pipelines in the plant area should not hinder the normal traffic of motor vehicles. Necessary traffic safety facilities or signs, such as reflectors, height limit signs and speed limit signs. Should be set in the factory road intersection, overhead facilities across the road and important sections. 7.4 During the road maintenance in the factory area, the construction unit shall set up necessary safety warning signs and safety protection facilities in the construction section. 7.5 The construction of broken roads and the erection of rope ladders across roads must be clearly marked with red lights at night, except with the consent of the production control center. In areas with narrow construction sites and frequent traffic, temporary traffic headquarters should be set up.

7.6 When the tracked vehicle is driving on the road in the factory, it must be padded; When crossing cable trenches, pipelines, railways, ditches and bridges that are easy to settle, necessary safety measures must be taken before crossing.

7.7 It is forbidden to pile up materials and equipment on traffic roads and fire exits, and it is forbidden to conduct operations that hinder traffic on roads. If it must be temporarily occupied due to production needs, it must be approved by the relevant departments of the company before it can be occupied. According to the requirements of occupied roads, traffic safety measures are taken to restore road traffic on schedule.

7.8 The restricted roads and control roads specified in the factory area shall be provided with obvious warning signs.

8. Accident handling

8. 1 Vehicles involved in traffic accidents must stop immediately, and the parties concerned must protect the scene, rescue the injured and property (the location should be indicated when moving), and report to the traffic department of the public security organ and the environmental protection department of the accident unit in time for handling; Drivers and pedestrians of passing vehicles shall give assistance.

8.2 After the accident, the main person in charge of the accident unit and the safety and environmental protection department should rush to the scene in time, take necessary measures to prevent the situation from expanding, cooperate with the public security traffic department to investigate the cause of the accident and properly handle the aftermath.

8.3 The parties concerned shall truthfully state the course of the traffic accident to the investigators of the traffic department of the public security organ and the safety and environmental protection department of the unit, and shall not conceal the true situation of the traffic accident. Other insiders have the obligation to provide relevant information to the public security organs.

8.4 After finding out the cause of the traffic accident, the traffic department of the public security and the safety and environmental protection department of the unit shall determine the responsibility of the parties for the traffic accident according to the causal relationship between the illegal behavior of the parties and the traffic accident and the role of the illegal behavior in the traffic accident.

8.5 If the party concerned escapes or intentionally destroys, forges the scene or destroys the evidence, so that the responsibility for the traffic accident cannot be determined, it shall take full responsibility; If one of the parties has the conditions to report the case but fails to report it or fails to report it in time, so that the responsibility for the traffic accident cannot be determined, it shall take full responsibility; If the parties concerned fail to report the case or report the case in time, which makes it impossible to determine the responsibility for the traffic accident, they shall bear the same responsibility. Article 2 The vehicle units mentioned in these Provisions refer to all units owned by Yankuang Lunan Chemical Co., Ltd.. Motor vehicles refer to all motor vehicles owned by Yankuang Lunan Chemical Co., Ltd. and foreign vehicles entering the factory. Such as cars, battery cars, dump trucks, forklifts, cranes, employees' private cars, etc.

Section 2 Vehicle Safety Requirements

Article 3 All kinds of vehicles shall be kept clean and tidy, and their bodies shall be straight. The equipment, safety protection devices and accessories of the vehicle shall be complete and effective, and shall be inspected regularly according to the requirements of the superior before driving. When the engine is running and stopping, there should be no oil leakage, water leakage, electricity leakage and air leakage in all parts of the vehicle, and maintenance and cleaning should be carried out at the designated place.

Article 4 Vehicle number plates shall be installed at designated locations and kept clear. The license plate and driving license shall not be lent, altered or forged. When a motor vehicle needs to be driven or inspected before receiving a formal license plate and driving license, it must apply for a driving license plate, a temporary license plate or an inspection license plate and drive in accordance with regulations. Motor vehicles must be inspected within the time limit prescribed by the vehicle management authority. Without inspection or inspection unqualified, shall not continue to drive.

Article 5 The competent vehicle unit shall perform the following traffic safety management duties for its own motor vehicles:

(3) When transporting special articles such as dangerous goods, corresponding preventive measures should be formulated to ensure transportation safety. The competent unit shall timely understand and master the working intensity of driving posts and the compliance with rules and regulations, and take practical measures to prevent the occurrence of illegal behaviors such as fatigue driving and overload.

(4) Carry out vehicle safety inspection on a regular basis to ensure the good safety performance of vehicles, stop vehicles that do not meet the safety technical conditions from driving on the road, and eliminate potential accidents.

(5) Record the safe mileage of vehicles, strictly implement the handover procedures of vehicle maintenance, and implement the vehicle maintenance responsibility system.

Article 6 Special vehicles for transporting inflammable and explosive articles must be equipped with fire-fighting equipment, and corresponding safety measures should be taken to ensure that the safety accessories are complete, sensitive and easy to use.

Seventh motor vehicles entering the production plant must have reliable explosion-proof measures.

Article 8 All units with motor vehicles shall be equipped with full-time or part-time vehicle safety management personnel as required.
