The relevant person in charge of the Municipal Education Bureau said that according to the relevant requirements of the Guiding Opinions of the Guangdong Provincial Department of Education on Doing a Good Job in After-school Service for Primary and Secondary School Students, after-school custody service refers to arranging students to do homework, free reading, sports, fine arts, popular science activities and other extracurricular activities during custody time without increasing students' academic burden.
After-school service should not be regarded as an extension of school teaching, and collective teaching or "make up lessons" should not be carried out. Learning guidance and homework guidance shall be subject to the relevant regulations of its training institutions.
The "Measures" clarify that students' off-campus custody institutions refer to institutions run by citizens, legal persons or other organizations and entrusted by guardians of primary and secondary school students to provide after-school custody services such as dining, lunch break and after-school custody for primary and secondary school students during non-teaching hours. The off-campus trusteeship institutions for students who carry out non-academic education and training activities shall be implemented in accordance with the relevant provisions of off-campus training institutions.
In addition, there is no restriction on whether kindergarten children can receive custody services in off-campus custody institutions. At the same time, when soliciting opinions, the clause that "custody institutions shall not carry out cultural education, training and study counseling activities such as preschool education, and shall not accept overnight accommodation or engage in other businesses unrelated to custody work" was deleted.

The "Measures" also have corresponding provisions on the conditions for the establishment of off-campus custody institutions. The "Measures" propose that in-service teachers and teaching assistants in primary and secondary schools are not allowed to set up off-campus custody institutions for students, not to work part-time in off-campus custody institutions for students, and not to use their positions to provide students and convenient operation for off-campus custody institutions for students.
On-the-job teaching and administrative staff in primary and secondary schools who violate the above provisions will be dealt with according to the Measures for Dealing with Teachers' Violation of Professional Ethics in Primary and Secondary Schools, and according to the management authority, the teachers' school or competent department will give corresponding treatment according to the seriousness of the case.
The managers and staff of the student off-campus trust institutions shall have full capacity for civil conduct and good conduct; Good health, no mental illness, infectious diseases or other diseases that may affect the health and safety of primary and secondary school students, and pass the physical examination and hold a valid health certificate; No criminal record.
