CDC Letter [20 17] No.301of National Health Office

Health and Family Planning Commissions of all provinces, autonomous regions and municipalities directly under the Central Government, Health Bureau of Xinjiang Production and Construction Corps, China Center for Disease Control and Prevention:

20 17 April 26th is the 10 National Malaria Day. In order to thoroughly implement the spirit of the National Health and Wellness Conference and the requirements of the National Work Plan for Malaria Eradication (20 16-2020), further improve the awareness of malaria prevention and control in society and the public, and promote the national malaria eradication process, our Committee decided to launch a national malaria day publicity campaign with the theme of "Eliminating malaria: beware of foreign input" around April 26th. The relevant requirements are hereby notified as follows:

I. Arrangement of activities

(1) Carefully plan and create a good atmosphere for eliminating malaria. It is a critical period for China to eliminate malaria by 2020. All localities should make a special report to the local government in accordance with the requirements of the National Malaria Eradication Work Plan (20 16-2020), combined with the local work progress, and take the "National Malaria Day" as an opportunity to win policy and financial support. It is necessary to plan ahead, make careful arrangements, organize and carry out various publicity activities, actively publicize the overall goal and work measures of malaria elimination to all sectors of society, and further create a good social and policy support environment.

(2) Department cooperation to improve the pertinence of publicity activities. Local health and family planning departments should strengthen cooperation with local inspection and quarantine, commerce, tourism and other departments, strengthen publicity for key groups such as going abroad on business, traveling and working, improve their self-protection ability abroad, enhance their awareness of timely medical treatment and standardized treatment, and reduce the risk of transmission. All localities should formulate detailed publicity programs, make overall arrangements for resources and jointly carry out publicity activities.

(3) Innovative forms to enhance the durability of publicity activities. In recent years, the malaria cases reported in China are mainly imported cases, and the seasonal characteristics of malaria epidemic are not obvious. Therefore, the propaganda of malaria eradication should become a long-term and routine work. All localities should make full use of various channels and methods, adopt popular and easy-to-understand methods through new media platforms such as WeChat, Weibo and mobile phone client, and publicize the core information of malaria prevention and control for a long time (see Annex) to improve the level and ability of public malaria prevention and control.

(4) Organize training to improve the level of case diagnosis and treatment in medical institutions. Provincial health and family planning departments should further strengthen their leadership, organize medical institutions to carry out in-depth business training and experience exchange around National Malaria Day, eliminate weak links in malaria diagnosis and treatment, especially difficult problems in difficult and severe treatment, enhance medical staff's awareness of distinguishing malaria and improve the level of treatment.
