1 1. Volunteers who participate in the special action of grassroots youth work should have accumulated more than 1 month of grassroots work or volunteer service experience. Those who have won awards at or above the school level and served as the main person in charge of league organizations at all levels are preferred.
12. Conditional colleges and universities should encourage recent college graduates and graduate students who have been admitted as graduate students to sign up for the western region plan, introduce incentive measures, and retain their admission qualifications and student status.
Fourth, the service period.
The planned service period in the western region is 1-3 years. The first signing period of volunteers for the Western Plan is 1 year or 3 years. Volunteers who have signed up for 1 year can apply for extension of service in March of the following year after the service expires, which will be approved by the service county project office and reported to the autonomous region project office. VI. Registration Method and Qualification Examination

4. Preliminary qualification examination. Seven, examination and assessment

2. Under the guidance and supervision of the leading group for the evaluation of the western plan of Z, the examination is organized and implemented by the western plan project offices of colleges and universities.
3. The examination is conducted by combining written examination with interview. The examination questions are uniformly produced by the Autonomous Region Project Office.
4. Time and place of examination: the institution will inform you separately. Among them, the written test is June 1 1, and the interview is June 12.
5. Examination scope: the situation in Z District, the measures for the management of college students' volunteer service in the western region, and the basic knowledge and personal accomplishment of young volunteers in China.
6. The total score of the exam 100. The calculation formula is: total score = written test x40%+ interview x60%.
Before July 6 13, submit the examination implementation report and examination results to the propaganda department of Z Youth League Committee.
8. After weighted calculation of the total scores of candidates, the candidates who entered the physical examination and examination were determined according to the ratio of the recruitment plans of colleges and universities to the number of people who entered the scope of physical examination and examination 1: 1, and published on the website of Z Youth Volunteers.
9. In physical examination recruitment, it is necessary to strictly implement the 20xx Western Plan Physical Examination Standard and the 20xx Western Plan Physical Examination Project (which can be found on the website of Western Plan).
In the spirit of being highly responsible for the volunteers and the western planning work, the project office of the autonomous region strictly checks to ensure the quality of the physical examination in accordance with the physical examination standards issued by the national project office. If fraud is found in the physical examination, the project office of the autonomous region will notify it and cancel the admission qualification.

Ten, centralized training and induction

Eleven, volunteer recruitment, information confirmation and job exchange
During the training and dispatch, if there is a loss of selected volunteers, the project office of the autonomous region will apply to the State Project Office for supplementary recruitment according to the actual situation, and then carry out supplementary recruitment of volunteers. Supplementary recruitment should be carried out in strict accordance with the volunteer selection conditions and physical examination procedures formulated by the National Project Office, and can only be sent to work after being selected from the volunteer reserve and trained.
After the volunteers arrive at the service place, they need to log in to the western planning information system before August 15, and fill in and confirm the relevant service information, including the service post, the contact telephone number of the service place, the card number of the special bank that issues subsidies, etc.
When sending volunteers, the project office of the autonomous region shall arrange posts in strict accordance with the service posts specified in the Notice of Confirmation of Volunteers issued by the National Project Office. Job transfer requires the volunteers' consent and the approval of the provincial project office. It is strictly forbidden to change volunteer positions and volunteer service places at will.
Twelve. Policy organization guarantee
1. Policy guarantee:

The relevant policies for applying for graduate students and civil servants shall be subject to Ministry of Human Resources and Social Security Fa [20xx] No.42 document. 1. Volunteers who have participated in the Western Plan and have served for 2 years and passed the examination will apply for graduate students within 3 years, with a total score of 10, and priority will be given to admission under the same conditions. Second, civil servants who have volunteered for 2 years and passed the examination enjoy relevant preferential policies. Third, it is consistent with the preferential policies for volunteers to serve other projects in the region.
2. Organizational guarantee
Strengthen daily management and annual assessment. Autonomous region, Union City and counties project office should conduct regular evaluation and supervision. The project office of the autonomous region will conduct an annual assessment of the service counties and colleges and universities from this year.
Thirteen. Capital guarantee
1. Volunteer subsidy
During the period of voluntary service, the central government gives a certain living allowance. The living allowance is RMB 1 1,000 per person per month. At the same time, if the volunteer's location is included in the implementation scope of the national allowance for hard and remote areas, the local staff allowance standard will be implemented and paid monthly. The specific standards shall be explained by the provincial project office in consultation with the Provincial Department of Finance. Transportation subsidies are paid according to the actual mileage of volunteers from their homes to their service places, and are paid twice a year.

The project offices of all provinces (autonomous regions and municipalities) shall, in accordance with the provisions of Articles 3 and 8 of the Notice, coordinate and solve the problem of reaching the salary and income level of newly recruited civil servants of college graduates in local township organs and newly recruited staff of college graduates after the probation period of the volunteer program in the western region, and ensure that the spirit of the document is implemented. 2. Personal accidental injuries and medical insurance expenses of volunteers
The related insurance is uniformly insured by the comprehensive insurance project office of college students' volunteer service of the National Western Plan. The premium is 350 yuan RMB per person. The insurance liability for personal accidental injury and death (including death due to illness) is 300,000 yuan, the hospitalization medical insurance liability is 300,000 yuan, and the disease outpatient liability is 6,543,800 yuan.
3. Volunteer medical examination fee
Supported by the central finance according to the standard of 200 yuan per capita. Related expenses shall be paid in advance by the recruitment provincial project office; After the volunteers arrive at their posts, the National Project Office will allocate them at one time according to the actual number of people arriving at their posts in each province 1 10%.
4. Other funds
Project offices at all levels should actively strive to allocate funds for western planning training and project management in the special funds arranged by the same level of finance. The service county project office is responsible for the collection and declaration of service posts in the county, and it is confirmed by the provincial project office. At the same time of propaganda and mobilization, it is necessary to strengthen communication with the provincial project office, and timely submit the deeds of outstanding volunteers and the typical propaganda of work briefing or information. By organizing or inviting outstanding volunteers rooted in the western grassroots to tour exhibitions or hold symposiums, we will publicize the typical volunteers rooted in the western grassroots, especially in Xinjiang, Guangxi, Xiangxi and other ethnic areas and the typical volunteers who are innovative and entrepreneurial in various places, stimulate the sense of responsibility, mission and honor of college graduates, create a "going to the west, going to the grassroots, and going where the motherland needs it most", and attract more outstanding college graduates to participate in the western plan and participate in the economic and social construction in the western region.
3. Selection method
The registered students log on to the website of the Western Plan (xibu.youth.cn) to inquire about the relevant situation, and log on to the system to fill in the registration form of the Western Plan. Project offices in colleges and universities should organize situation review, written examination, interview, psychological test or centralized selection, do a good job in centralized physical examination and publicity of selected volunteers, strengthen communication and coordination with provincial project offices, and complete recruitment tasks with good quality and quantity.
4. Selection criteria
Basic requirements: graduation certificate and total grade point (or academic performance) should be ranked in the top 70% of the total number of students in the same grade in the department; Pass the graduation physical examination of our school and the planned physical examination in the west; Have a real and valid ID card. 5, the main work
(1) written test and interview
According to the recruitment index and service post of the school, the project office of the university investigates the political and ideological quality, academic performance and volunteer service experience of the enrolled students, organizes written tests and interviews for the enrolled college graduates, and selects the best volunteers. It is necessary to coordinate with the school's academic affairs office, student affairs office (room) and other relevant departments to conduct interviews and psychological tests on the selected candidates one by one. The results should be recorded in writing and submitted to the provincial project office. Entrusted by the provincial project office, the project offices of colleges and universities sign recruitment agreements with qualified volunteers in time.
(2) Unified physical examination
The project office of colleges and universities shall, according to the time uniformly designated by the provincial project office, organize the applicants to go to the hospitals above dimethyl (including dimethyl) in this city for centralized physical examination. If the medical examination is unqualified, it should be replaced in time.

(3) Publicity and admission of volunteers
The University Project Office announced the list of volunteers and publicized it on the campus network for 3 days. If there is no objection, submit the volunteer list to the provincial project office.
The provincial project office will closely communicate with the municipal (state) project offices and university project offices in the selection work to ensure the smooth flow of information. In the process of college selection, if there are service vacancies, they should be reported to the provincial project office for replacement or return, and the provincial project office will coordinate the recruitment task. At the same time, the project offices of colleges and universities should strengthen management, make full use of the talent pool of volunteers, and include all the students who have been selected and those who have not been selected to prevent job turnover and replacement due to physical examination and other reasons.
The provincial project office will supervise and inspect the recruitment and selection work of local and universities, focusing on the physical examination, publicity and other work links in the recruitment workflow.
(4) Verification and confirmation
The provincial project office shall review the selection list of colleges and universities, and entrust the project office of colleges and universities to issue a confirmation notice (indicating the service post, training registration time and place and contact information) to those who have passed the examination.
The service province can directly receive the registration of graduates from other provinces, which is included in the recruitment index and dispatch index of the province, but it needs to coordinate and communicate with the provincial project office where the graduates are located in time, and do a good job in the selection, physical examination and policy treatment of the province where the universities are located.
