Chapter I General Principles
Article 1 In order to strengthen the management of correspondence counseling stations for adult education in ordinary colleges and universities in our province and promote the connotative development of adult higher education, according to the Interim Provisions on Correspondence Counseling Stations for Ordinary Colleges and Universities (Jiaocheng [1993] 12) and Opinions on Holding Correspondence Evening College Education in Ordinary Colleges and Universities (Jiaogao [1999)
Article 2 These Measures shall apply to adult higher education correspondence stations established in our province by ordinary colleges and universities inside and outside the province (hereinafter referred to as the host universities) approved by the Ministry of Education.
Article 3 Correspondence stations are service institutions that host universities provide teaching guidance, ideological and political education and organizational management for correspondence students in adult higher education. It shall not be derived from other educational institutions, nor shall it run schools independently for the society in the name of correspondence stations.
Article 4 Correspondence stations must adhere to the Party's basic line and educational policy, abide by the relevant laws and regulations of the state and our province and the principles and policies of adult correspondence education, and implement the relevant rules and regulations of their universities.
Chapter II Establishment of Communication Stations
Article 5 The host university shall reasonably set up correspondence stations according to the local economic and social needs and the development planning and management capacity of the adult education of the university, and the number of correspondence stations shall be commensurate with the scale of adult correspondence education of the university. Colleges and universities in other provinces that set up correspondence stations in Hunan are limited to one subordinate or provincial institution, and in principle only 1 correspondence stations are allowed. In principle, only 1 correspondence station can be established in each city and state (except where the school is located) in colleges and universities in this province, and the number can be appropriately increased in cities and States with large students.
Article 6 Host universities must set up correspondence stations by relying on units with independent legal personality. The units that set up correspondence stations shall be ordinary or adult institutions of higher learning and secondary specialized schools approved by the administrative department of education, as well as technical colleges, technical schools, education and training centers of industries, enterprises and institutions with good school-running conditions and standardized management. The host university shall not cooperate with any organization or individual that does not have the qualification of an independent legal person to run a school.
Seventh station units must meet the following conditions:
1. It can be equipped with a qualified tutor team with full-time as the main body and a combination of full-time and part-time jobs, and it can be equipped with a full-time management team to ensure the normal teaching order of the correspondence station.
2 can provide a fixed teaching site and other teaching conditions that meet the teaching requirements, and the learning environment is good, which meets the requirements of safety, fire protection and hygiene.
3. There are stable and sufficient students who can meet the requirements of professional courses in their universities.
4. Can guarantee to provide or raise the necessary funds for opening correspondence stations.
5. The school is located in a city at or above the county level with convenient transportation (among them, the correspondence station of colleges and universities outside the province should be located in a city at or above the city level).
6. There are no other bad school records.
Article 8 The host university must sign an agreement with the station-setting unit to set up a correspondence station in the name of the school according to law. No institution or individual within the school may directly run a school for the peripheral station. The agreement on running a school can only take effect after it is formally examined and filed at the correspondence station. This agreement shall have the following main clauses:
1. Responsibilities, rights and obligations of both parties.
2 professional name, training objectives, levels, educational system, enrollment targets, enrollment scope and school scale.
3. The name, location and school conditions of the correspondence station.
4. Teachers, webmasters and managers of correspondence stations.
5 correspondence station funds and management measures.
6. Fulfill the validity period of the agreement, and deal with changes or violations of the agreement.
7. Other relevant contents agreed by both parties.
Article 9 A host university must go through the registration procedures when setting up a correspondence station in Hunan. The host university shall file an application with the education administrative department of the city and state where the correspondence station is located, and submit relevant materials. To set up correspondence stations in Hunan, colleges and universities from other provinces must obtain the consent of the competent education administrative department of the school in advance. The municipal education administrative department shall strictly examine the conditions and qualifications of the station-setting unit, and formally submit the list of correspondence stations and related materials that meet the filing conditions to the Provincial Department of Education on schedule. Correspondence stations that have been approved for the record shall be officially notified by the provincial education department and reported to the Ministry of Education for the record. Without the record of the Provincial Department of Education correspondence station and any other teaching point, the host university shall not arrange enrollment.
The municipal education administrative department accepts the filing and declaration of the new correspondence station in June 5438+February every year, and if it meets the requirements after examination, it will be reported to the Provincial Department of Education in March of the following year. The Provincial Department of Education announced the filing results in May.
Tenth host colleges and universities to apply for the record correspondence station shall provide the following materials to the municipal education administrative department:
1. Report on the application for the establishment of correspondence station by the host university (universities outside the province must also submit the certification documents of the provincial education administrative department where the school is located).
2. Registration Form for Correspondence Stations in Colleges and Universities.
3. Agreement between the host university (Party A) and the site-building unit (Party B).
4 feasibility report (including talent demand and student source forecast, the proposed major and scale, etc.). ) and specific construction plans (including specialty setting, teaching plan, quality assurance measures, management system, etc.). ).
5. The list of professional teachers and the list of other tutors hired shall be submitted with the teacher's academic qualifications, professional titles, teacher qualification certificates and a copy of the letter of appointment.
6. Copy of the legal person certificate and license of the station establishment unit, and copy of the ID card, education background and professional title of the person in charge of the correspondence station with the same legal effect as the original certificate.
7. Certificate of school site property right or site lease contract, and certificate of on-site inspection by fire department, health and epidemic prevention department.
8. Correspondence station capital verification certificate issued by an accounting firm with legal personality (legally binding documents such as the source of assets, the amount of funds, the use of funds, and the ownership of property rights).
The above materials shall be bound into volumes on A4 paper in sequence and submitted in quadruplicate.
Chapter III Management Responsibilities
Eleventh correspondence stations accept the leadership of the host university in business and the leadership of the station-setting unit in administration. At the same time, its school-running activities, teaching and management must accept the guidance and supervision of the provincial, municipal and state education administrative departments. All parties concerned should earnestly perform their management duties, constantly improve management methods, and strengthen the standardized management and service guidance of correspondence stations.
Twelfth correspondence station units should earnestly correct the guiding ideology of running a school, attach great importance to the construction and management of correspondence stations, and ensure the standardization of running a school and the quality of teaching. Mainly perform the following duties:
1. Timely convey the principles and policies of the national and provincial education administrative departments on adult higher education.
2 consciously accept and obey the management and supervision of the municipal and state education administrative departments.
3. Cooperate with the host universities to implement the establishment of correspondence stations and provide necessary conditions and funds for correspondence teaching activities.
4. Equipped with full-time management personnel of correspondence station and do a good job in related personnel management.
5. Regularly study and check the work of correspondence stations to ensure the normal development of teaching activities.
6. Responsible for the follow-up teaching management and service, financial settlement and property settlement of registered students after the termination of the correspondence station.
Thirteenth host universities should adhere to the main position of running schools, and make clear that specialized agencies and personnel are responsible for the management of correspondence stations, and shall not transfer or entrust the management responsibility and the right to run schools to correspondence stations for any reason or form. Mainly perform the following duties:
1. Communicate the national and provincial policies on adult higher education to the correspondence station in time, hold regular correspondence station working meetings and hold business training, and continuously improve the management level of correspondence station staff.
2. Reasonably formulate enrollment plans for correspondence stations, uniformly print enrollment brochures and other enrollment publicity materials, and uniformly organize and implement enrollment.
3. Make a correspondence teaching plan, send lecturers for major courses, hire tutors of correspondence stations with university teachers' qualifications, distribute teaching materials such as course textbooks, be responsible for examination proposition, group examination and grading, and be responsible for the education quality and teaching work of correspondence stations.
4 unified organization and implementation of correspondence students' student status management, to ensure timely and accurate registration of new students, student status change, graduation certificate issuance, electronic registration and other links.
5. Regularly check and evaluate the work of correspondence stations, keep abreast of the operation of correspondence stations and correct existing problems, and resolutely revoke unqualified and irregular correspondence stations to ensure the standardization of running schools.
6 strict financial management, adhere to the standards approved by the provincial price department to charge students and issue formal bills, and resolutely stop the illegal charging of correspondence stations.
7. Responsible for the follow-up teaching management and service disposal of registered students after the termination of correspondence station.
Fourteenth city and state education administrative departments shall specify the specialized agencies and personnel, and exercise management and supervision duties over correspondence stations in colleges and universities within their jurisdiction in accordance with the principle of territorial management. Mainly perform the following duties:
1. According to the talent demand of local economic and social development and the education development plan, make overall plans and reasonably set up correspondence stations, accept the filing applications of ordinary colleges and universities on schedule, and strictly examine the school-running conditions and qualifications of correspondence stations.
2 to strengthen the management and supervision of the enrollment activities and daily operation of correspondence stations, and promptly investigate and deal with the false propaganda, illegal enrollment, random station setting and other illegal operation behaviors of the host universities and their correspondence stations.
3 actively cooperate with the provincial education administrative departments to do a good job in the annual school-running audit and teaching evaluation of correspondence stations, and timely submit the relevant school-running materials of correspondence stations.
Fifteenth provincial education administrative departments actively support ordinary colleges and universities in and outside the province to carry out adult correspondence education by using high-quality educational resources, and at the same time constantly establish and improve the supervision system for running correspondence stations to promote the healthy development of adult correspondence education. Mainly perform the following duties:
1. Conscientiously implement the national education policy and the deployment of education work in our province, and provide macro-management and professional guidance to the correspondence stations of adult education in colleges and universities in our province.
2. Review and record the setting of correspondence stations in colleges and universities according to laws and regulations and release them to the public in a timely manner. Regularly carry out school-running inspection and teaching evaluation of correspondence stations.
Chapter IV School Running Activities
Sixteenth correspondence stations must implement the cooperation agreement signed by the host university and the station setting unit, and cooperate with the host university to organize relevant school-running activities. Correspondence stations shall not engage in any school-running activities unrelated to adult correspondence education, nor shall they bind enrollment, fees, teaching and other school-running activities of the station-setting units.
Article 17 Correspondence stations can only assist the host universities in recruiting students and organizing students in the city, state or industry where they are located. They are not allowed to print their own enrollment publicity materials, entrust any other institutions and individuals with recruiting students and organizing students, buy or sell students in any form, or recruit various forms of adult correspondence education students who have not passed the adult college entrance examination.
Article 18 Correspondence stations must, in accordance with the requirements of the teaching plan and syllabus formulated by the host universities, timely and accurately distribute teaching materials and counseling materials to correspondence students, conscientiously do a good job in the organization and management of teaching counseling and teaching links, and at the same time assist the host universities in taking course examinations, and must not lower the quality requirements of teaching links in order to reduce the cost of running schools.
Article 19 Correspondence stations must cooperate with their universities to do a good job in students' academic management and ideological and political work, strengthen contact with correspondence students and their units, take the initiative to help solve various problems and difficulties in learning, and timely feed back correspondence students' opinions and suggestions on teaching and management to their universities.
Twentieth correspondence stations must establish and improve the administrative, teaching guidance, logistics, finance and other management systems and post responsibility systems, conscientiously do a good job in various services, and must not charge students or even ask for cards in violation of regulations, and effectively create good teaching and living conditions for teachers and correspondence students.
Article 21 Correspondence stations must consciously accept the supervision, inspection and evaluation of their running situation by their universities, stations and educational administrative departments, and submit annual self-inspection reports to their universities, stations and local municipal and state educational administrative departments before the end of February each year.
Twenty-second correspondence stations shall not arbitrarily change the station building unit, school location and correspondence station person in charge. Change the station unit, should re apply for registration; Change the location, person in charge and contact information of the school shall be approved by the university where it is located and reported to the provincial and municipal education administrative departments for the record. It is strictly forbidden to carry out enrollment activities outside the station in any form.
Chapter V Reward and Punishment
Twenty-third host universities should actively explore the establishment of a correspondence station management mechanism that is conducive to standardizing running schools and ensuring quality, regularly commend and reward outstanding correspondence stations and their staff, and promptly revoke illegal and unqualified correspondence stations.
Twenty-fourth education administrative departments should support the establishment of correspondence stations for a number of colleges and universities with good conditions for running schools, rich experience in running schools by correspondence, and good reputation for running schools, but each establishment unit shall not exceed 3 correspondence stations in principle; Support universities with large-scale adult education and standardized management to appropriately add correspondence stations.
Twenty-fifth host colleges and universities in any of the following circumstances, by the provincial education administrative department as the case to give informed criticism, suspend the new correspondence station for the record, suspend adult education enrollment and investigate the responsibility of school related personnel according to law.
1. Schools (including internal institutions and individuals) enroll students from private points without the examination and filing of provincial, municipal and state education administrative departments.
2. The school neglects the supervision of the correspondence station, and the teaching quality cannot be guaranteed or there are illegal school-running behaviors that have a bad social impact.
3 in violation of other national policies and the relevant provisions of our province.
Article 26 In any of the following circumstances, the education administrative department of the province, city and state shall give informed criticism, and instruct the host university to suspend enrollment and make rectification or cancellation within a time limit. After the cancellation of the correspondence station, the host university and the station setting unit should properly handle the aftermath and report to the provincial education administrative department for the record and announcement.
1. There are illegal and illegal school-running behaviors such as false propaganda, cheating enrollment, buying and selling students, setting up points outside the station, and charging fees.
2. Unable to provide basic teaching conditions or perform teaching duties, the daily management is chaotic, and the teaching quality cannot be effectively guaranteed.
3 failed to pass the inspection and evaluation organized by the provincial, municipal and state education administrative departments.
4 beyond the duties of the correspondence station or set up a station agreement to enroll students.
5 in violation of other national policies and the relevant provisions of our province.
Article 27 Any staff member of the education administrative department of a province, a city or a state who neglects his duty or engages in malpractices for personal gain in the establishment and management of correspondence stations shall be dealt with severely in accordance with the relevant provisions of the Party discipline and state law.
Chapter VI Supplementary Provisions
Article 28 These Measures shall be implemented as of the date of official promulgation. The original Measures for the Establishment and Management of Adult Correspondence Education Counseling Stations in Ordinary Colleges and Universities in Hunan Province and the Measures for the Management of Correspondence Education Counseling Stations in Higher Vocational Colleges and Adult Colleges Outside Hunan Province shall be abolished at the same time.
