Main responsibilities:
1. Implement national and provincial policies, regulations and plans for the development of human resources and social security, formulate policies and plans for the development of human resources and social security in the whole city, draft relevant local regulations and organize their implementation.

Responsible for promoting employment, formulating plans and policies for coordinating urban and rural employment development in the city, improving the public employment and entrepreneurship service system, coordinating the establishment of vocational skills training system for urban and rural workers in the city, formulating employment assistance system, taking the lead in formulating employment policies for college graduates in the city, and formulating policies for foreigners to work in China jointly with relevant departments.
