Hangzhou Shangcheng Cultural Center has been relocated, and its new location is located in Kunpeng Road, Qianjiang New City. Hangzhou Shangcheng Cultural Center was established in April, 1958, and was originally under the leadership of the District Bureau of Culture and Education.

Cultural centers adhere to the combination of grass-roots counseling and library activities, actively carry out training and counseling abroad, and vigorously support the masses to run their own cultural activities; Internally, we should pay attention to the construction of facilities, scientific management and improve the professional quality of cadres.

Cultural Center 1989 was rated as a provincial-level cultural center and was rated as an advanced collective of provincial cultural work for many times. 1990 curator Lv Chunsheng was awarded as the national advanced cultural curator, and was awarded as the national first-class cultural center by the Ministry of Culture in 2004.
