Regulations of Sichuan Province on Voluntary Service
Chapter I General Provisions Article 1 In order to encourage and standardize voluntary service activities, safeguard the legitimate rights and interests of volunteers and volunteer organizations, advocate the spirit of voluntary service of dedication, friendship, mutual assistance and progress, and promote the construction of a harmonious socialist society, these Regulations are formulated in accordance with the provisions of relevant laws and regulations and in light of the actual situation in Sichuan Province. Article 2 The term "voluntary service" as mentioned in these Regulations refers to public welfare activities that voluntarily provide help and services to others and society with intelligence, physical strength and skills, and do not aim at obtaining remuneration.

The term "volunteers" as mentioned in these Regulations refers to natural persons engaged in voluntary service activities.

The term "volunteer organization" as mentioned in these Regulations refers to a non-profit social welfare organization registered in the civil affairs department according to law and specializing in voluntary service activities. Article 3 These Regulations shall apply to voluntary service activities carried out or initiated within the administrative area of this province. Article 4 Voluntary service activities shall follow the principles of voluntariness, gratuity, equality, honesty and legality. Fifth local people's governments at or above the county level shall incorporate voluntary service into the national economic and social development plan, and promote and guarantee the development of voluntary service. Sixth provinces, cities (prefectures) and counties (cities, districts) shall set up voluntary service guidance institutions, which shall be responsible for planning, guiding, coordinating and promoting voluntary service activities within their respective administrative areas, and determine the corresponding units to undertake daily work.

The member units of the voluntary service guidance institution shall be responsible for the guidance, service and supervision related to voluntary service activities in accordance with their respective responsibilities. Article 7 Local administrative regions at or above the county level may set up volunteer federations according to law, and industries may set up industry volunteer federations according to law according to needs, which are responsible for organizing and coordinating volunteer service activities within their respective administrative regions or industries and safeguarding the legitimate rights and interests of volunteer organizations.

The organizer of the volunteer service activity has applied to join the volunteer association and become a member of the group. Article 8 The whole society should encourage and support voluntary service activities and respect volunteers and the voluntary services they provide.

Encourage and advocate citizens with voluntary service conditions to participate in voluntary service activities.

Advocate schools and families to cultivate teenagers' awareness of voluntary service.

Radio, television, newspapers, websites and other news media shall publicize the voluntary service activities for public welfare. Chapter II Volunteers Article 9 Volunteers shall have the capacity for civil conduct appropriate to their voluntary service activities.

If minors participate in voluntary service activities, the organizers of voluntary service activities shall obtain the consent of their guardians or be accompanied by their guardians. Article 10 Volunteers shall enjoy the following rights:

(a) according to their own wishes and time, ability and other conditions, choose to participate in volunteer service activities;

(two) to obtain education and training related to voluntary service activities;

(three) to obtain true, accurate and complete volunteer service information;

(four) to obtain the necessary conditions and guarantees related to voluntary service activities;

(five) to put forward opinions and suggestions to the organizers of voluntary service activities;

(6) Other rights enjoyed according to law. Eleventh volunteers shall perform the following obligations:

(a) abide by laws and regulations, abide by the articles of association of volunteers and other management systems, and safeguard the reputation and image of volunteers;

(two) to accept the management and arrangement of the organizers of volunteer service activities and fulfill the commitment of volunteer service;

(three) not to engage in profit-making activities or activities that violate social morality as volunteers; Shall not charge or receive remuneration in disguised form from the volunteer service object;

(four) respect the wishes, personality and privacy of the volunteer service object, and shall not harm their legitimate rights and interests;

(five) to keep the secrets protected according to law that are known in voluntary service activities;

(six) unable to continue to engage in voluntary service activities, it shall promptly inform the organizers of voluntary service activities;

(seven) other obligations stipulated by laws and regulations. Chapter III Development of Volunteer Service Activities Article 12 Encourage and support the development of volunteer service activities in social welfare fields such as life assistance, learning from each other, popularization of science and technology, environmental protection, games-time service, legal aid, psychological comfort, order maintenance, emergency rescue, emergency rescue and disaster relief.

Encourage the elderly, minors, the disabled, the unemployed and other social groups and individuals in need to provide voluntary services. Thirteenth volunteer organizations can recruit volunteers and organize volunteer service activities according to their own articles of association. Fourteenth state organs, people's organizations, enterprises and institutions, grassroots mass autonomous organizations and other social organizations can organize and carry out relevant voluntary service activities according to the needs of social welfare activities. Fifteenth volunteer organizations can accept the voluntary service projects entrusted by state organs, people's organizations, enterprises and institutions, grassroots mass autonomous organizations and other social organizations, and organize voluntary service activities. Sixteenth encourage volunteers to register in volunteer organizations and engage in organized volunteer service activities.

Advocate units and individuals who need volunteer service to obtain volunteer service through volunteer organizations. Seventeenth units and individuals that need volunteer service can apply to volunteer organizations and inform them of the complete information and possible risks of the matters that need volunteer service. Volunteer organizations shall give a timely reply on whether to provide volunteer services.
