At the seminar, they mainly discussed who is in charge of family planning villagers' autonomy and whether villagers' autonomy is laissez-faire or strengthening family planning management. In many ways, it has solved the doubts for villagers' autonomy, relieved the worries of the two committees of the village branches, and played an expected role in stabilizing the low fertility level in my hometown and completing the family planning task throughout the year.
