Shanghai Seafarer Training Center was established on 1984 with the approval of the Ministry of Communications. The leading group and working group were composed of relevant personnel, such as Shanghai Maritime Supervision Bureau, Shanghai Ocean Shipping Company, Shanghai Maritime Bureau and Ship Research Institute, and Shanghai Maritime University was managed by the Ministry of Communications. It is a crew education and training institution recognized by China Maritime Safety Administration. The director of the center was nominated by Shanghai Maritime University, and now he is also the vice president of Shanghai Maritime University, Comrade Gao Deyi.
