Health permits are issued to all kinds of finished products and raw materials for human consumption or drinking, as well as articles that are traditionally both food and medicine, but do not include articles for therapeutic purposes.

The behaviors to which the hygiene license can be applied include the production (excluding planting and breeding), collection, purchase, processing, storage, transportation, display, supply and sale of all things. The users of hygiene licenses include all units or individuals engaged in food production and operation, including staff canteens and food vendors.
