Encourage pig slaughtering plants (fields) to carry out humanized slaughter in accordance with relevant national standards. Meat quality inspection should be carried out simultaneously with pig slaughter. Synchronous inspection should be carried out by setting up synchronous inspection devices or adopting the method of unified numbering and comparison of head, carcass and viscera.
The specific parts and methods of meat quality inspection shall be implemented in accordance with the relevant standards such as "Rules for Quality Inspection of Pig Slaughtering Products". Pig slaughtering plant (field) shall establish a quality traceability system. Truthfully record the slaughter time, quantity, source, supplier, slaughter and inspection information, slaughter time, variety, quantity and flow direction of pigs. The retention period of records shall not be less than two years.
Encourage pig slaughtering plants (fields) to adopt modern information technology and establish a product quality traceability system. Pig slaughtering plant (field) shall establish a defective product recall system. When it is found that the products it produces are unsafe, it shall immediately stop production, announce relevant information to the public, inform sellers to stop selling, inform consumers to stop using, recall the products that have been put on the market for sale, and report to the local competent commercial department.
The pig slaughtering plant (field) shall take harmless treatment measures for the recalled products to prevent the products from flowing into the market again. If the ownership or management right of the pig slaughtering plant (field) changes, it shall be filed with the local competent commercial department in a timely manner.
If the pig slaughtering plant (field) is closed for more than 30 days, it shall report to the local competent commercial department 10 in advance; More than 180 days, the municipal people's government of the district shall be reported by the competent department of commerce to review whether the designated slaughterhouse (field) meets the conditions stipulated in the Regulations. If it no longer meets the specified requirements, it shall be ordered to make rectification within a time limit; Overdue is still not up to the "Regulations" provisions of the conditions, by the Municipal People's government to cancel its pig slaughtering plant (field) qualification. The certificates, seals and signs of pig slaughter as mentioned in these Measures include:
(a) pig slaughtering signs, pig slaughtering certificate;
(two) pig slaughtering plant (field) grade mark, pig slaughtering plant (field) grade certificate, pig slaughtering plant (field) grade mark;
(three) the seal of meat quality inspection and the certificate of meat quality inspection;
(4) Harmless disposal of seals;
(5) Other certificates, seals and marks as stipulated by the Ministry of Commerce; The municipal and county commercial departments are responsible for supervising the use of certificates, seals and signs of pig slaughtering within their respective administrative areas; Issue the seal of meat quality inspection, the certificate of meat quality inspection and the seal of harmless treatment within their respective administrative areas.
The municipal commerce department in charge of districts is responsible for the production and management of pig slaughtering signs and pig slaughtering certificates. Local commercial departments at or above the county level should regularly report the management of pig slaughtering to the government at the corresponding level, strive for the support of the local government and financial departments, implement the funds needed for pig slaughtering management and law enforcement, and ensure the smooth progress of pig slaughtering management and law enforcement supervision and inspection.
When large-scale private slaughter and indiscriminate slaughter, water injection, violent resistance to the law and other major issues occur, the competent commercial department shall promptly report to the government at the same level and coordinate relevant departments to carry out joint law enforcement. Pig slaughtering plant (field) in any of the following circumstances, the competent commercial department shall order it to make corrections, and may impose a fine of 30,000 yuan to 65,438 yuan:
(a) personnel engaged in meat quality inspection have not passed the examination;
(two) the transportation of meat does not conform to the provisions of these measures. Pig slaughtering plant (field) is under any of the following circumstances, and shall be ordered by the competent commercial department to make corrections, and may be fined 5,000 yuan:
(1) Failing to submit relevant information such as slaughter and sales in time in accordance with the requirements of these Measures;
(two) the change of ownership or management right has not been filed with the local competent commercial department in time. Whoever, in violation of the provisions of Article 31 of these measures, fraudulently uses, forges, lends or transfers the pig slaughtering certificate or pig slaughtering signboard shall be punished by the competent commercial department in accordance with the provisions of Article 24 of the Regulations.
Anyone who fraudulently uses, forges, lends or transfers other certificates, seals and marks as stipulated in these Measures shall be ordered by the competent commercial department to make corrections, and may also be fined between RMB 10000 and RMB 30000. In order to ensure the supply of pig products in remote and inaccessible rural areas, if it is really necessary to set up small pig slaughterhouses, the provinces, autonomous regions and municipalities directly under the Central Government where they are located shall, in accordance with the provisions of Article 2 of the Regulations, formulate specific administrative measures for their respective administrative areas.
In accordance with the "Regulations" set up pig slaughtering plant (field) to ensure the supply of areas, not to set up a small pig slaughterhouse. The pig products produced by small pig slaughterhouses are only supplied to the local market. The pig slaughtering plant (field) established before the implementation of this Ordinance shall, within 180 days from the date of implementation of this Ordinance, apply to the municipal people's government with districts for renewal of the pig slaughtering mark and pig slaughtering certificate.
Pig slaughtering plant (field) does not meet the requirements of the "Regulations", it shall be ordered to make rectification within a time limit; Overdue is still not up to the "Regulations" provisions of the conditions, by the Municipal People's government to cancel its pig slaughtering plant (field) qualification. These Measures shall come into force as of August 6, 2008. The Measures for the Implementation of the Regulations on the Management of Pig Slaughtering, the Measures for the Management of Post Training and Assessment of Pig Slaughtering Technology and Meat Quality Inspectors and the Measures for the Management of Pig Slaughtering Certificates, Signs and Signs issued by the former Ministry of Domestic Trade shall be abolished at the same time.
