Scaffolding safety technical management, including scheme design, safety technical disclosure, erection process control, inspection and acceptance, etc., is also an important content of safety supervision and inspection.
A, scaffolding construction scheme and safety technical disclosure
According to the setting state of the building facade, the external scaffolding without formwork support system in the construction site is usually divided into five common forms: landing, cantilever, hanging, hanging basket and attached lifting. In scaffolding construction, the construction scheme should be made and calculated first, and the implementation and inspection process of the scheme should be strictly carried out in the construction process to avoid accidents. The special construction scheme for scaffolding safety in the unit project shall be compiled by the engineering technicians according to the relevant requirements of Technical Specification for Safety of Fastening Steel Pipe Scaffolding in Building Construction (JGJ 130-2002) and Safety Inspection Standard for Building Construction (JGJ59-99) and the actual situation of the construction site.
Scaffolding construction scheme shall include the following specific contents: general situation of the project, compilation basis, construction organization, design calculation, quality requirements, safety technical requirements, construction details, detailed drawings, acceptance and inspection procedures, emergency rescue and other main contents.
After the scaffold scheme is compiled, it shall be submitted to the technical director of the construction unit for approval according to the relevant examination and approval procedures. Finally, the supervision unit shall examine whether the safety technical measures or special construction scheme in the construction organization design meet the mandatory standards of engineering construction, and it can only be implemented after being approved and signed by the general supervision engineer of the unit project. According to the requirements of the Ministry of Housing and Urban-Rural Development for expert demonstration of dangerous engineering construction schemes, for scaffolding projects exceeding 30 meters: floor-standing steel pipe scaffolding and attached lifting scaffolding with a height exceeding 24 meters, including integral lifting, sectional lifting and cantilever scaffolding. The special construction scheme can only be implemented after expert argumentation.
Before the erection and installation of all kinds of scaffolding, the technical director of the project shall make full technical disclosure to the operation team in written form according to the requirements of the scaffolding scheme, and perform the signing formalities after the disclosure, and I must sign it. The contents of safety technical disclosure should be based on the main contents of the scaffold erection scheme, and should also include the safety technical operation procedures for scaffold erection and the safety protection requirements in the operation. Safety technical disclosure should be targeted and practical according to the engineering characteristics and the actual situation of the site environment.
Second, the scaffolding technology
Scaffolding must be held by a professional scaffolder, and pass the examination according to the national standard "Management Rules for Safety Technology Examination of Special Operators" and hold relevant certificates. Before construction, the person in charge of engineering safety should organize personnel to carry out safety knowledge training and make good preparations for construction. According to the construction plan, make the schedule of equipment and materials, and organize the preparation work such as processing and purchasing of equipment, materials and tools. Quality requirements: ensure that the materials, mechanical properties and geometric dimensions of the selected raw materials meet the requirements of national standards, and have a quality guarantee and a material list. The raw materials used are sampled and inspected, and the key parts such as bearing frame, tie rod, steel pipe, electric lifting mechanism and through-wall bolt have weld inspection report and product certificate. Quality certification documents include copies of shopping invoices, certificates and testing materials. The quality certification documents of scaffold pipes, fasteners, scaffolding boards and other products shall be submitted by the material engineer to the librarians in time for preservation as evidence of qualified product quality.
During the scaffolding process, the safety management personnel on the construction site should patrol and inspect, stop the illegal operation or hidden danger in time when they find it, and report the major problems to the project manager. On-site supervision personnel should also stop the behavior of illegal personnel in construction and issue corresponding instructions in time when problems are found. Erection and hoisting should have a warning line, and there should be special personnel to guard.
Third, the acceptance of scaffolding
After the scaffold erection is completed, the scaffold shall be divided into sections and parts according to the actual situation. The engineering project department shall be responsible for convening the technical, safety and erection teams, and organize relevant units to conduct acceptance according to the contents listed in the construction organization design, scaffold construction scheme and related change documents, and can only use it if it is qualified.
At the same time, when using scaffolding, the following items should be checked regularly:
1, the arrangement and connection of bars, and the structure of wall parts, supports, door trusses, etc. Whether it meets the requirements;
2, whether the foundation water, whether the base is loose, whether the stud is suspended;
3, whether the fastener bolt is loose;
4. For scaffolding with a height of more than 24m, whether the settlement and verticality deviation of the vertical pole conform to the Safety Inspection Standard for Building Construction (JGJ59-99);
5. Whether the safety protection measures meet the requirements;
6. Whether it is overloaded.
