What are the administrative fees?
Administrative fees refer to the fees charged by state organs, institutions, social organizations and other organizations to specific clients in the process of providing specific services to citizens and legal persons in accordance with the relevant provisions of laws, administrative regulations and local regulations and other procedures approved by the State Council.

According to the nature of fees, it can be divided into two categories: administrative charge and institutional fees:

(1) "Administrative fees" refers to the fees charged by the government to citizens, legal persons and other organizations when performing administrative functions in accordance with the relevant provisions of laws and regulations.

(2) "Operating fees" refer to the fees charged when providing specific services to citizens, legal persons and other organizations according to the relevant provisions of laws and regulations.

On March 27th, 2006, the National Development and Reform Commission and the Ministry of Finance issued the Interim Measures for the Administration of Administrative Fees with the document NDRC [2006] No.532, in order to strengthen the management of fees of state organs and institutions and standardize the management behavior of fees standards.

The Measures are divided into general principles, application and acceptance of charging standards, examination and approval of charging standards, publication and management of charging standards, legal responsibilities and supplementary provisions, and shall be implemented as of July 1 2006.
